Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-087 <br />RESOLUTION APPROVING VACATION OF EASEMENTS IN <br />HY-10 RAMSEY 2" ADDITION <br />RECITALS <br />WHEREAS, Kwik Trip (the "Applicant"), is requesting the vacation of all drainage and utility <br />easements, as described in Exhibits 1 through 4, owned by PSD LLC on the property currently known as <br />14816 Armstrong Boulevard NW, and legally described as: <br />Lot 2, Block 1, HY-10 Ramsey 2nd Addition, except the North 70 feet thereof, subject to <br />easement of record, Anoka County, Minnesota <br />(the "Subject Property"); <br />WHEREAS, the Applicant will re-establish the necessary drainage and utility easements with the <br />Final Plat of "Kwik Trip 1782." <br />WHEREAS, a public hearing pursuant to Section 106-260 (Easement Vacation) of the Ramsey <br />City Code and Section 12.6 of the City Charter was held on May 13, 2025, and that said public hearing was <br />properly advertised and that the minutes of said public hearing are available; and <br />WHEREAS, one utility company has provided notice that they have facilities within the easements <br />being vacated, though it is in an area that will be reestablished upon replatting the property. <br />FINDINGS OF FACT <br />1. That the easement vacation will not violate the intent and purpose of the Comprehensive Plan. <br />2. That the easement vacation is necessary to accomplish a replatting of the Subject Property. <br />3. That new drainage and utility easements will be dedicated with the Final Plat of "Kwik Trip 1782." <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby approves vacating all drainage and utility easements on the Subject <br />Properties, as described and shown on Exhibits 1 through 4. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />
