Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-099 <br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR DICKENSON'S <br />MISSISSIPPI ESTATE STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT #25-04 <br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Dickenson's <br />Mississippi Estates subdivision as identified within the 2025 — 2034 10-Year Capital Improvement <br />Program; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #24-196 adopted July 23, 2024, the <br />Ramsey City Council accepted a proposal from Bolton & Menk, Inc. to prepare final plans and <br />specifications for Dickenson's Mississippi Estate Street Reconstructions, Improvement Project #25-04 for <br />the not -to -exceed amount of $68,537.00; and <br />WHEREAS, upon preliminary review City Staff has determined additional watermain between the <br />Rivlyn Avenue cul-de-sac and Riverdale Drive will require replacement; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #24-302, adopted October 22, 2024, the <br />Ramsey City Council accepted the amended proposal from Bolton & Menk, Inc. for additional topographic <br />survey and design services for said improvements for $9,296.00; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-061, adopted March 25, 2025, the <br />City Council approved final plans and specifications as prepared by Bolton & Menk, Inc. and authorized <br />advertisement for bids for the same improvements; and <br />WHEREAS, proposals were received for Construction Related Services, including Construction <br />Staking and As -built Survey of $33,940.00 from Bolton & Menk, Inc. for said improvements; and <br />WHEREAS, bids were advertised in the Anoka Union Herald on Friday March 28 and Friday <br />April 4, 2025; and <br />WHEREAS, six (6) bids were received, opened and tabulated on May 1, 2025, and the following <br />bids were found to comply with the approved plans and specifications and advertisement for bids; and <br />CONTRACTOR <br />Dave Perkins Contracting, <br />Inc. <br />Douglas -Kerr <br />Underground, L.L.C. <br />North Valley, Inc. <br />Dressel Contracting, Inc. <br />Northdale Construction <br />Company, Inc. <br />Meyer Contracting, Inc. <br />BASE BID ALTERNATE BID TOTAL BID <br />$672,350.11 $127,182.67 $799,532.78 <br />$706,559.01 <br />$804,326.05 <br />$822,879.21 <br />$899,026.81 <br />$937,087.18 <br />$105,533.80 <br />$134,139.30 <br />$146,600.41 <br />$152,989.57 <br />$154,413.65 <br />$812,092.81 <br />$938,465.35 <br />$969,479.62 <br />$1,052,016.38 <br />$1,091,500.83 <br />WHEREAS, the bid of Dave Perkins Contracting, Inc. in the amount of $672,350.11 for the base <br />bid for construction of the improvements in accordance with the approved plans and specifications and <br />advertisement for bids, is the lowest responsible bidder and their bid shall be and hereby is accepted. <br />
