<br />1) Park and Recreation Commission Regular Meeting Minutes dated September 14, 2006. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, OIds, Hansen and <br />LaMere. Voting No: None. Absent: Commissioners Erickson and Lehman. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />ParkDedication for Northfork Condos <br /> <br />Civil Engineer IT Linton explained St. Andrew's Investment Group has submitted a preliminary <br />plat for Northfork Office Condos. The site is located on 156th Avenue in the southwest comer of <br />the City. The proposed project includes Lot 2, Block 1, Outlot A and Outlot B of West Ramsey <br />Industrial Park. Park dedication was satisfied for Lot 2, Block 1 when the plat was recorded. <br />Park dedication is required when the outlots are re-platted. <br /> <br />Chairperson Johns asked if they were still required to put in sidewalks. <br /> <br />Civil Engineer IT Linton indicated they were and would have to provide some open space. There <br />are some technical issues regarding sewer and water they have to work through. Pending that, <br />they will still have to get preliminary plat approval. <br /> <br />Commissioner Shryock asked if they will be required to put in a sidewalk along the side of the <br />street. <br /> <br />Civil Engineer IT Linton indicated they would need to make that a requirement of approval. <br /> <br />Chairperson Johns asked because this is being proposed for a PUD, are there tree requirements <br />along with other requirements. - <br /> <br />ParkslUtilities Supervisor Riverblood stated this would be stricter than PUD's, sidewalks are <br />required in commercial areas in the ordinance and he thought they should make this a part of the <br />condition because the ordinance is very ambiguous. The developer may request a credit for a <br />sidewalk. He stated the City trail plan shows a trail and extension over to Andre Street so it <br />would be in the Commissions best interest to recommend sidewalks to connect to the trail. <br /> <br />Chairperson Johns thought this would be a good thing for the businesses coming' in and she <br />would' encourage a sidewalk. She asked if there was any portion within this that need to be <br />cognoscente or is it just what surrounds this. <br /> <br />ParkslUtilities Supervisor Riverblood explained where trails and extensions were planned to be <br />installed. <br /> <br />Chairperson Johns thought sidewalks should be considered especially the connection to Andre <br />Street. <br /> <br />Park and Recreation Commission/October 12, 2006 <br />Page 2 of 3 <br />
