<br />CASE #4 <br /> <br />REVIEW PRIORITY STREET LIGHT PLACEMENT ON TRAILS <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Public Works Committee of the City Council has reviewed street lighting issues <br />three times in 2006. The discussion at the October meeting expanded to include <br />placement of priority street lights on trails. The Committee requested Park and <br />Recreation review lighting on intersections oftrails and streets. The Street Lighting <br />Policy is being revised and the Committee would like lighting of trails included in the <br />new policy. <br /> <br />The current policy addresses two types of street lighting, priority and subdivision. <br />Priority lights are placed at key intersections and locations throughout the City and are <br />financed from the street lighting utility and the general fund. Subdivision lights must be <br />petitioned by an area and are assessed to the benefiting area. The current policy is <br />attached for reference. <br /> <br />Recently the Commission discussed lighting of trails ingeneral and determined it was Ilot <br />prudent to lighting entire stretches of trails. The questions to discuss at this time are: <br /> <br />1. Should trail intersections with major streets be lighted? <br />2. If lights are placed at trail intersections, how far should the lights extend along the <br />trail? <br /> <br />Recommendation: <br /> <br />Staff recommends a placing oflights on the trail at trail intersections with State, County <br />or State Aid roadways. The lights should be placed to illuminate the area of the trail <br />immediately adjacent to the roadway and would typically consist of one light on each <br />side ofthe road. The lights should be funded through the priority street light system. <br />Other trail segments will not be lighted. <br /> <br />Action: <br /> <br />Motion to recommend placing priority street lights at trail intersections with State, <br />County or State Aid roadways.
