Mayor Pro Tern Cook stated this has to be solved soon. He stated the residents are angry about
the speed on Highway 5, especially with the school there.

Mr. Winieki stated as a citizen there is a number of ways they could provide input on this project
(i.e County Fair, local newspapers, City and County Newsletters, Project newsletters, project
website, open houses, and contacting the local contacts). He indicated the final decision makers
would be MnDOT, City of Anoka, City of Ramsey, Burnsville Township, and Anoka County.

Ms. Kiesow noted it is very important everyone who is going to make final decisions agree on
the solution and indicated there would be more meetings held in the future.

Councilmember Strommen arrived at 6: 11 p.m.

Councilmember Elvig arrived at 6:12 p.m.

Mayor Gamec arrived at 6:13 p.m.

Ms. Garwood stated local roads connected neighborhoods, county roads connected cities, and
state roads connected counties.

Councilmember Cook asked why they are not looking at the Thurston alignment and move along
from there. He noted they would not run a road through the County Park.

Ms. Garwood responded they had discussed running a road through the County Park and they
needed to look at all of the alternatives.

Mayor Gamec asked if they would be able to get any State money to fix the road.

Ms. Garwood responded there was turn back money, but the problem is that the State does not
have any money. She noted they would not get any turn back money on Highway 242 until
2012. She stated this is one reason this analysis was being done -- to document the need.

Councilmember Elvig stated he had received many comments at National Night Out regarding
transportation and this was one of the main concerns. He stated this was the main problem in
Ramsey County.

Ms. Garwood stated to their credit, the City stepped up and helped them work on these things.
She stated this meeting was the first time she has heard so much about Highway 5 over the past
SIX years.

Mayor Gamec noted on Highway 5, they had had three accidents in the past three weeks.

Mayor Pro Tern Cook turned the meeting over to Mayor Gamec.

City Council Work Session / August 3, 2006
Page 4 of8
