Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #25-091 RESOLUTION TO APPROVE PARTICIPATION IN ANOKA COUNTY’S HUD PROGRAM WHEREAS, under the Housing and Community Development Act of 1974 and the Granston-Gonzales National Affordable Housing Act of 1990, every three (3) years Anoka County must complete the Urban Requalification process in order to continue receiving and administering Housing and Urban Development (HUD) funds for the Community Development Block Grant and HOME Programs; and WHEREAS, as part of the requalification process the County is required to notify participating communities of their option to be excluded from the Anoka County “Urban County” qualification of the funding years 2026-2028; and WHEREAS, the County’s population, among other factors, is determinant of the eligibility of the County and the number of resources which may be made available to the County; and WHEREAS, Ramsey has chosen to remain a participating community in the past; and WHEREAS, it is herein determined that it is in Ramsey’s best interest to have its population counted together with other municipalities of Anoka County. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows, 1) City staff notify Anoka County of the intent to remain a participating community for the funding years 2026-2028. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Olson, and upon vote being taken thereon, the following voted in favor thereof: Mayor Heineman Councilmember Riley Councilmember Olson Councilmember Buscher Councilmember Peters Councilmember Specht Councilmember Stewart And the following voted against the same: None Resolution #25-091 Page 2 of 2
