1 provided that scrolling may not occur at a rate faster than one word per <br />2 second, where words contain an average of five characters each. <br />3 v. The display must be one static image at a time, and the transition from <br />4 one display to another must be instantaneous without special effects. <br />5 vi. The electronic messaging center must be designed and equipped to <br />6 freeze on one display if a malfunction occurs. The electronic messaging <br />7 center must also be equipped with a means to immediately discontinue <br />8 the display if it malfunctions, and the sign owner must immediately stop <br />9 the dynamic display when notified by the city that it is not complying with <br />10 the standards of this section. <br />11 (13) Temporary signs. <br />12 a. A sign is considered temporary if it is not intended to remain on the property per- <br />13 manently and has not received a permanent sign permit and/or is not intended to <br />14 be constructed per the state building code. <br />15 b. Duration. Temporary signs shall be permitted for up to 45 consecutive days and <br />16 up to 90 total days per year per parcel, or per business on multitenant business <br />17 parcels. <br />18 i. Temporary Highway 10 construction provision (city-wide). The timeframes <br />19 described above shall be permitted up to 12 weeks and may be extended <br />20 in eight-week periods if there have been no sign violations in the past <br />21 year by the entity who erects the sign and if the sign is in good repair. <br />22 This temporary provision expires on December 31, 2025. <br />23 c. Location. Temporary signs must be located fully on private property on which the <br />24 business is located, with the permission of the property owner. The city will re- <br />25 move any signs in the public right-of-way, or erected without permission from the <br />26 property owner. Off-premise temporary signs are only allowed in conjunction with <br />27 a special event permit. <br />28 d. Number. All properties are limited to two temporary signs per parcel. In locations <br />29 where there are multiple businesses on one parcel (a multitenant facility), three <br />30 signs are permitted. <br />31 e. Size. Temporary signs shall be limited to 50 square feet in size. <br />32 f. Height. Freestanding temporary signs shall not exceed 7 feet in height, unless <br />33 specifically regulated elsewhere in this section. <br />34 g. Maintenance. All temporary signs must be securely anchored and maintained in <br />35 good repair, including replacement or removal when weather damage is evident. <br />36 The zoning administrator, or his designee, shall have the authority to identify and <br />37 notify property owners and/or occupants of the parcel on which the temporary <br />38 sign has been determined to be in violation of this Code. Failure to remove or re- <br />39 place the temporary sign within ten days of notification shall be sufficient cause <br />40 for the zoning administrator or his designee to remove said temporary sign. The <br />41 property owner shall be billed for all costs incurred by the city in administering <br />42 this subdivision. <br />43 h. Temporary electronic messaging centers. Temporary electronic messaging cen- <br />44 ters are only permitted in accordance with a special event permit.
