Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #25-087 ND RESOLUTION APPROVING VACATION OF EASEMENTS IN HY-10 RAMSEY 2 ADDITION RECITALS WHEREAS, Kwik Trip (the “Applicant”), is requesting the vacation of all drainage and utility easements, as described in Exhibits 1 through 4, owned by PSD LLC on the property currently known as 14816 Armstrong Boulevard NW, and legally described as: nd Lot 2, Block 1, HY-10 Ramsey 2 Addition, except the North 70 feet thereof, subject to easement of record, Anoka County, Minnesota (the “Subject Property”); WHEREAS, the Applicant will re-establish the necessary drainage and utility easements with the Final Plat of “Kwik Trip 1782.” WHEREAS, a public hearing pursuant to Section 106-260 (Easement Vacation) of the Ramsey City Code and Section 12.6 of the City Charter was held on May 13, 2025, and that said public hearing was properly advertised and that the minutes of said public hearing are available; and WHEREAS, one utility company has provided notice that they have facilities within the easements being vacated, though it is in an area that will be reestablished upon replatting the property. FINDINGS OF FACT 1. That the easement vacation will not violate the intent and purpose of the Comprehensive Plan. 2. That the easement vacation is necessary to accomplish a replatting of the Subject Property. 3. That new drainage and utility easements will be dedicated with the Final Plat of “Kwik Trip 1782.” NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves vacating all drainage and utility easements on the Subject Properties, as described and shown on Exhibits 1 through 4.
