CC Regular Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />05/27/2025 <br />5. 9. <br />Title: <br />Adopt Resolution #25-106: Amended Site Plan Review for Rivenwick Village 4th Addition (LGI Homes - <br />Minnesota, LLC) <br />Purpose/Background: <br />Rivenwick Village 4th Addition is a 27-unit townhome development that was approved in 2022. It is located in a <br />triangle bounded by Riverdale Drive, 139th Lane, and Jasper Street NW. The site was graded and the streets and <br />utilities were installed in the summer of 2023. Since then, no units have been constructed. The townhomes that <br />were approved are a row -style multi -level split. The applicant, LGI Homes, has been receiving feedback from <br />their other locations that a standard two-story design would be more desirable. To accomplish this change in <br />design, the site would need to have the grading revised to raise the rears of the units. Townhome unit designs and <br />site improvements are approved through a Site Plan Review application. The proposed changes in the grading <br />plan and unit design are deviations from the 2022 approvals and an amendment is required. <br />A short (1-3 foot) retaining wall will be installed to create a flat, usable backyard with patios. The retaining wall <br />and regrading are not anticipated to alter the approved landscape plan. <br />The proposed front and rear exteriors of the townhome units look very similar to the design that was approved in <br />2022. The individual unit widths are the same so replatting of the property is not necessary. <br />Notification: <br />Mailed notices were sent to property owners within 350 feet of the site. A "proposed development" sign was <br />placed on the site. A legal notice was placed in the May 9 Anoka Union Hearld Newspaper. <br />Time Frame/Observations/Alternatives: <br />Alternatives to Consider: <br />1. Approve the amended site plan review as recommended by the Planning Commission. <br />2. Approve the amended site plan with modifications. <br />3. Deny the amended site plan based on certain findings, keeping the existing approvals in place. <br />Funding Source: <br />All costs associated with this amendment are the responsibility of the applicant. <br />Recommendation: <br />At their regular meeting on May 22, 2025, the Planning Commission voted unanimously to recommend approval <br />of the amended Site Plan Review. <br />Outcome/Action: <br />Motion to adopt Resolution #25-106 approving an amended site plan review for Rivenwick Village 4th Addition. <br />
