5.2. <br />Public Works Committee <br />Meeting Date: 04/15/2025 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Consider Recommending City Council Approving Plans and Specifications and Authorizing Advertisement for <br />Bids for MSA Alpine Drive Reconstruction, Improvement Project #25-03 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider recommending City Council approval of plans and specifications and <br />authorization to advertise for bids for MSA Alpine Drive Reconstruction, Improvement Project #25-03. <br />Background: <br />The proposed 2025 — 2034 Capital Improvement Plan (CIP) identifies Alpine Drive between Sunfish Lake <br />Boulevard (CR 57) and Saint Francis Boulevard (TH 47) for street reconstruction in 2025. A street segment <br />summary for the project is attached to this case. <br />Project History <br />• July 23, 2024, the Ramsey City Council adopted Resolution #24-198, accepting and awarding a proposal <br />to Hakanson Anderson for topographic survey of the project area. <br />• August 12, 2024, the Ramsey City Council adopted Resolution #24-220, accepting and awarding a <br />proposal to Independent Testing Technologies, Inc. for a geotechnical report of the project area. <br />• November 12, 2024, the Ramsey City Council adopted Resolution #24-310, accepting and awarding a <br />proposal to Hydro-Klean, LLC for sewer cleaning and televising of the project area. <br />• November 19, 2024, the Ramsey Public Works Committee recommended City Council order plans and <br />specifications for said improvements. <br />• November 26, 2024 the Ramsey City Council adopted Resolution #24-339, ordering plans and <br />specifications for MSA Alpine Drive Reconstruction, Improvement Project #25-03. <br />• December 11, 2024, Ramsey staff held a public open house for said improvements. <br />Existing Conditions <br />This project proposes to reconstruct Alpine Drive between Sunfish Lake Boulevard (CR 57) and Saint Francis <br />Boulevard (TH 47). Nowthen Boulevard (CSAH 5) intersects the project, the project will stop at the Anoka <br />County right-of-way on either side. <br />Alpine Drive between Sunfish Lake Boulevard (CR 57) and Nowthen Boulevard (CSAH 5) is 44-foot-wide <br />urban section with an 8-foot bituminous trail on the north side of the street, and an 8-foot bituminous trail on <br />the south side of the street on the western half of the area. The Anoka County signal upgrade at Sunfish Lake <br />Boulevard from 2011, included adding turn lanes for westbound Alpine Drive. The Anoka County signal <br />upgrade at Nowthen Boulevard from 2014, included adding turn lanes for eastbound Alpine Drive. The ADT <br />for this segment of Alpine Drive is 2,900. <br />Alpine Drive between Nowthen Boulevard and Saint Francis Boulevard (TH 47) is a combination of 44-foot- <br />wide urban and rural section with an 8-foot bituminous trail on the south side of the street, and an 8-foot <br />bituminous trail between Krypton Street and TH 47 on the north side of the street. The Anoka County signal <br />upgrade at Nowthen Boulevard from 2024, including turn lanes for westbound Alpine Drive, reconstructed <br />approximately 740 linear feet of Alpine Drive east of Nowthen Boulevard (generally to Krypton Street). The <br />ADT for this segment of Alpine Drive is 2,500. The total project length of Alpine Drive between Sunfish Lake <br />
