<br />Councilmember Strommen indicated she has received an offer from someone that works in this <br />field to help staff scope and formulate the RFP. Absent: Councilmember Jeffrey. <br /> <br />Case #3: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan approval for <br />Northfork Office Condos; Case of Saint Andrews Investment Group <br /> <br />Community Development Director Trudgeon stated the City has received a preliminary plat <br />application from Steve Ness at St. Andrew's Investment Group to develop multiple office <br />buildings with individual units for sale at the property located north of Highway 10 and <br />southwest of the railroad right-of-way, legally described as Outlot A and Lot 2, Block 1, West <br />Ramsey Industrial Park. Outlot A would be developed into 15 lots, with one building on each. <br />Outlot B would be replatted as right-of-way for 1 56th Avenue, and Lot 2, Block 1 would be the <br />site for the community septic and well and would be encumbered with drainage and utility <br />easements. The buildings are proposed to be 5,380 square feet in size, for a total of <br />approximately 80,000 square feet of office/warehousing space. A zoning amendment to Planned <br />Unit Development is being processed in conjunction with the preliminary plat application in <br />order to allow for a common-interest-community plat (CIC). Mr. Trudgeon explained this area is <br />not served by sewer and water facilities, and is proposed to be serviced with a community septic <br />system and well within the two acre lot to the south of 156th Avenue. A soils report has been <br />submitted. The developer is conducting more soils testing, as recommended within the soils <br />report. Also, the developer is working to determine the exact location of the septic system within <br />Lot 2, Block I of West Ramsey Industrial Park. <br /> <br />Community Development Director Trudgeon explained because there are no fire hydrants to <br />service the development, sprinklers will be required in all buildings. A community well must be <br />sized to accommodate fire suppression needs. The well system must also provide water for daily <br />use and irrigation. Staff has reviewed the submitted specifications regarding the fire suppression <br />system, and it appears that the applicant is proposing to meet all state and national standards. <br />Details regarding the design of the system will be submitted with other building details, and <br />would be subject to review by the Fire Marshal. Mr. Trudgeon indicated access is proposed to be <br />gained from two points on 156th Avenue. The construction of 156th Avenue to Alpine Drive will <br />be required as part of this development in order to provide a second access to the site. The <br />developer is requesting City assistance in tree removal on the existing City portion of the <br />property, legally described as Outlot B. A Landscape Plan has been submitted, and minor <br />revisions have been requested. Staff has also requested a lighting plan. The building elevations <br />are acceptable, and exact building materials and colors will be requested at the building permit <br />stage. The proposed service road has been widened to 28 feet at the request of the Planning <br />Commission in order to provide a larger aisle for trucks to park, maneuver, and drive. <br /> <br />City Council / October 24, 2006 <br />Page 10 of20 <br />
