INTRODUCTION OF 2007 SCHEDULE OF RATES, FEES AND CHARGES AND CALL <br />FOR A PUBLIC HEARING <br />By: Diana Lund, Finance Officer <br />Background: <br />Effective June 30, 1991, Ordinance #91 -08 amended S7.01.10 of the City Code to allow the City <br />Council to annually set fees. <br />The City is allowed to annually adopt the Schedule of Rates, Fees and Charges by Resolution, <br />but the City has chosen to adopt its entire schedule by ordinance. Ordinance adoption provides <br />the opportunity for comments at a Public Hearing and gives adequate time (30 days) before the <br />rates go into effect. <br />Attached is the Schedule of Rates, Fees and Charges which includes the adopted 2006 and the <br />changes for which the proposed 2007 schedule is arrived at. <br />The above rate increases take into effect staff recommendations, industry standards, rates charged <br />by neighboring cities, and annual increases based on inflation. <br />Staff Recommendation: <br />CASE # <br />Introduce Ordinance #06 -XX- 2007 Schedule of Rates, Fees and Charges and calling for a Public <br />Hearing on November 28, 2006. <br />Council Action: <br />Motion to introduce Ordinance #06 -XX — 2007 Schedule of Rates, Fees and Charges and calling <br />for a public hearing. <br />Reviewed By: <br />City Administrator <br />Finance Officer <br />CC: 11/14/06 <br />
