• <br />It should be noted that if the Comprehensive Plan Amendment and Rezoning requests are denied, <br />the preliminary plat and site plan requests must also be denied. <br />• <br />Rezoning requests, but did want to provide some comments on the plan and site plan in the event <br />that the City Council is inclined to approve the plat. The consensus of the Commissioners was <br />that the current plan was an improvement over the previous plan that showed 8 townhome units. <br />Based on this, the Planning Commission recommended approval of the preliminary plat and site <br />plan, with further review of density transitioning requirements for the site. <br />The City Council reviewed the preliminary plat and site plan at the September 26, 2006 meeting, <br />and tabled the project to a work session for further discussion of zoning and land use surrounding <br />the property. The Council discussed the proposal at the October 10, 2006 work session and <br />directed the developer to prepared revised building elevations, which are discussed above. <br />Recommendation: <br />If the Comprehensive Plan Amendment and Rezoning are granted, the submitted preliminary plat <br />and preliminary site plan meet City Code requirements with the exception of lot width. Staff is <br />recommending that the reduced lot width be considered for approval because the proposal is <br />meeting all other lot standards and setback requirements, and because the twinhome buildings <br />will have less bulk and a lower profile than the townhome buildings that were previously <br />proposed for this site. As noted above, the Planning Commission also recommended approval of <br />the preliminary plat and site plan, in the event that the Council approves the Comprehensive Plan <br />Amendment and Rezoning requests. <br />Council Action: <br />Motion to approve the preliminary plat and preliminary site plan for Ebony Woods, contingent <br />on receipt of a Comprehensive Plan Amendment, Zoning Amendment, and compliance with the <br />City Staff Review Letter dated August 31, 2006, revised September 22, 2006. <br />-or- <br />Motion to deny the preliminary plat and preliminary site plan for Ebony Woods. <br />Review Checklist: <br />Assistant Community Development Director <br />City Engineer <br />CC: 11/14/06 <br />
