<br />In total, the fund balances of the City's governmental funds decreased by $5,162,039 during the year ended
<br />December 31, 2024.
<br />The decrease was largely in the Tax Increment Special Revenue Fund and the Pavement Management
<br />Program Capital Project Fund. The City spent restricted debt proceeds on street and other capital
<br />improvements as planned with City Council -approved projects and related debt financing plans.
