Motion carried. V oting Yes: Chairperson Olson, Commissioners Gamec, Cook, Elvig, Olson,
and Strommen. Voting No: None. Absent: Commissioner Jeffrey.

HRA BUSINESS

Case #1:

Twin Cities Habitat for Humanity

HRA Executive Director Frolik indicated Twin Cities Habitat for Humanity is partnering with
Brightkeys and will be constructing three 8-unit townhome buildings in Town Center Gardens
3rd Addition.

Sue Haigh, President of Twin Cities Habitat for Humanity, provided a presentation regarding the
Habitat for Humanity organization.

HRA members commented on the work ethic required of Habitat for Humanity clients.

Ms. Haigh requested the HRA inform Habitat for Humanity if there are organizations they
should be connecting with.

HRA Executive Director Frolik asked what Habitat for Humanity's public outreach consists of.

Ms. Haigh replied Habitat for Humanity has not experienced this type of multi-year major
project in a city before. They would like to figure out how to best do this and to get deeply
engaged in the community, and would like to work with the City on how to do this. There are a
lot of people that volunteer with Habitat for Humanity, and they want to be sure to provide a
volunteer opportunity to the people that live in this community.

Commissioner Cook suggested this would be an excellent opportunity for the Pact Charter
School, who has said they would like to get involved in the community.

Commissioner Elvig suggested a work session with group of leaders of faith based organizations
and other organizations in the City invited to hear a presentation from Habitat for Humanity.

Commissioner Gamec inquired about the time frame for the project.

Mike Nelson, Habitat for Humanity, replied foundation work will begin on the first eight units in
February of2007.

Consensus of the HRA was to schedule an open house work session in January with faith based
organizations and other organizations in the City invited to hear a presentation from Habitat for
Humanity.

Commissioner Elvig commented the City has criteria to meet for low-income affordable housing.
This is a great opportunity with a mechanism in place to keep it affordable. He suggested the
Metropolitan Council be informed about this project, encouraging more involvement.
