<br />that inventory is completed, how it will be maintained and how the cost will be addressed. <br />Acting Chairperson Olds entertained a motion to address these concerns. <br /> <br />Board Member Bentz stated that he would not support the natural resources inventory unless <br />there was a plan for looking forward. He asked if members had ever implemented a quality <br />system with a large up-front cost. He suggested that it not stop there with the large expenditure, <br />but a quality system has to be maintained with a yearly review. <br /> <br />Coordinator Anderson stated that it isn't realistic to do annual reviews on a natural resources <br />inventory. He stated that five (5) or ten (10) years would be more realistic. He stated that the <br />City has done a few forest inventories with approximately ten (10) year intervals. He stated that <br />the reality is that the funds are not always there and it isn't always feasible to update the <br />inventories. <br /> <br />Board Member Bentz suggested that only one thing might be reviewed on an annual or quarterly <br />basis, such as wetlands one year, drainage another year, but it wouldn't have to be a brand new <br />comprehensive review. He stated changes can be made as a result of an action plan. He <br />suggested that way the inventory won't be starting over from square one every time. He stated <br />that a system for inspections should be set up. He stated there should be a maintenance fee to <br />budget for this in the big picture. <br /> <br />Coordinator Anderson informed the Board that a consultant has offered to meet with the City on <br />their own time to help develop the scope of the project. Coordinator Anderson stated that might <br />be an appropriate question to ask this person about quality checks. He stated that Staff was <br />looking for a recommendation to bring the concept of a natural resources inventory forward to <br />City Council for discussion. <br /> <br />Acting Chairperson Olds entertained a motion to make a recommendation to the City Council. <br /> <br />Motion by Board Member Hustvedt and seconded by Board Member Bentz to recommend that <br />City Council consider authorizing a natural resources inventory and assessment, and give <br />consideration to ongoing maintenance of that inventory. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Olds, Board Members Bentz, Freeburg, and <br />Hustvedt, Jr. Voting No: None. Absent: Chairperson McDilda, Board Member Max, and Board <br />Member Sibilski <br /> <br />OLD BUSINESS <br /> <br />Environmental Specialist Bacon suggested that at some point, Kunde Company should come to <br />talk about the urban neighborhood tree inventory. <br /> <br />Acting Chairperson Olds stated that could be an agenda item at a later date for an EPB meeting. <br /> <br />Board Member Freeburg asked how recycling day went. <br /> <br />Environmental Policy Board!
