<br />Motion by Chairperson Nixt, seconded by Commissioner VanScoy, to recommend that City <br />Council deny the applicant's request for an Interim Use Permit to operate a daycare facility on <br />the ground floor of the existing property at 6575 141st Avenue NW based on the findings of fact. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Brauer, Cleveland, Trites Rolle, <br />and Van Scoy. Voting No: Commissioner Hunt. Absent: Commissioner Levine. <br /> <br />Case #3: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Approval of <br />Northfork Office Condos; Case of St. Andrews Investment Group, LLC <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:05 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:05 p.m. <br /> <br />Presentation <br /> <br />Associate Planner DaInes stated the City has received a preliminary plat application from Steve <br />Ness at St. Andrew's Investment Group to develop multiple office buildings with individual <br />units for sale at the property located north of Highway 10 and southwest of the railroad right-of- <br />way, legally described as Outlot A and Lot 2, Block 1, West Ramsey Industrial Park. The <br />applicant is seeking to develop Outlot A, B, and Lot 2, Block 1, West Ramsey Industrial Park. <br />Outlot A would be developed into 15 lots, with one building on each. Outlot B would be <br />replatted as right-of-way for 156th Avenue, and Lot 2, Block 1 would be the site for the <br />community septic and well and would be encumbered with drainage and utility easements. The <br />buildings are proposed to be 5,380 square feet in size, for a total of approximately 80,000 square <br />feet of office/warehousing space. A zoning amendment application to Planned Unit Development <br />is being processed in conjunction with the preliminary plat application in order to allow for a <br />common-interest-community plat (CIC). <br /> <br />Associate Planner DaInes explained this area is not served by sewer and water facilities, and is <br />proposed to be serviced with a community septic system and well within the two acre lot to the <br />south of 156th Avenue. Ms. DaInes indicated because there are no fire hydrants to service the <br />development, sprinklers will be required in all buildings. A community well must be sized to <br />accommodate fire suppression needs. The well system must also provide water for daily use and <br />irrigation. Staff has reviewed the submitted specifications regarding the fire suppression system, <br />and it appears that the applicant is proposing to meet all state and national standards. Details <br />regarding the design of the system will be submitted with other building details, and would be <br />subject to review by the Fire Marshal. <br /> <br />Associate Planner DaInes advised access is proposed to be gained from two points on 156th <br />Avenue. The construction of 156th Avenue to Alpine Drive will be required as part of this <br />development in order to provide a second access to the site.
