Commission Business

Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:47
p.m.

Chairperson Nixt stated he is tom on this. The Employment District in which this is located
really is not conducive to this use, and he is trying to determine if there is a basis for unique
findings to grant this Interim Use Permit without having to grant Interim Use Permits for other
daycares throughout the Employment District, particularly given the heavy industrial nature of
this area.

Commissioner Cleveland stated she does not think this is an appropriate location for a daycare
center.

Commissioner Hunt stated he would take the opposite view. The Employment District has a lot
of employees with a need for daycare.

Commissioner Cleveland stated she drove around the area, and this is a nice building, but it is too
industrial. She would not leave her child there. The daycares on the fast, busy highways are not
appropriate either, but they are not in an industrial area. This location has no access to residential
parks where they can leave the area, and is close to the cement plant.

Commissioner Brauer noted the closest daycare is the Kindercare on Highway 47, which is zoned
Places to Shop. There really is not anywhere around that daycare for the children to go to; it is
basically its own little site.

Commissioner Cleveland stated there is a park the children can go to from Kindercare without
crossing a busy street.

Commissioner Van Scoy stated he is tom on this. It would be great to have a daycare in this
area, and it would be great for the applicant to be able to rent out the building, but it does not
seem appropriate and it would be difficult to justify. It would set a precedent to allow a daycare
in this location.

Chairperson Nixt noted but for the lack of other more suitable tenants, this opportunity may not
have presented itself, but it is not for the Commission to decide why this site is vacant. The
Commission needs to determine whether this is an appropriate land use.

Mr. Sharp stated dance studios are allowed in the E-1 District, which is a very similar type of
thing.

Chairperson Nixt replied there are marked difference between daycare facilities and dance
studios.

Planning Commission/October 5, 2006
