<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, May 27, 2025, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br /> <br />Also Present: City Administrator Brian Hagen <br /> City Engineer/Public Works Director Westby <br /> Parks and Assistant Public Works Director Mark Riverblood <br /> Administrative Services Director Colleen Lasher <br />Planning Manager Todd Larson <br /> Economic Development Manager Sean Sullivan <br /> Police Captain Tim Frankfurth <br /> City Attorney Fritz Knaak <br /> <br />1. CALL TO ORDER <br /> <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br /> <br />2. TOPICS FOR DISCUSSION <br /> <br />2.01: Discuss City Engineer/Public Works Director Role Separation <br /> <br />City Administrator Hagen reviewed the Staff report in regard to separating the City Engineer and <br />Public Works Director roles. <br /> <br />Councilmember Specht said he likes the idea of this. He noted that there may be a slight budget <br />impact that will level out as they would be able to decrease their work that is outsourced. <br /> <br />City Administrator Hagen noted the City Engineer's salary cost would be shared by many different <br />funds. He said only a small portion of this comes from the annual operating budget. <br /> <br />Councilmember Specht asked City Engineer/Public Works Director Westby if he was supportive <br />of this being split. <br /> <br />City Engineer/Public Works Director Westby said yes. <br />City Council Work Session / May 27, 2025 <br />Page 1 of 7 <br /> <br />
