City Council Highlights - June 10 <br />Presentation <br />The regular City Council meeting opened with a <br />presentation of the 2024 Annual Comprehensive Financial <br />Report by the City's auditing firm, LB Carlson. The firm <br />issued an unmodified or clean opinion on the City's 2024 <br />financial statements. <br />Consent Agenda <br />Following the presentation, the City Council <br />unanimously passed 16 items from the Consent Agenda. <br />Public Hearings <br />Two Public Hearings were on the docket. <br />The first was to Adopt Resolution #25-130, Vacating <br />Right -of -Way Easements in Trott Brook Crossing. 173rd <br />Avenue NW is a rural, unpaved road that provides access <br />to the Trott Brook Crossing subdivision, North Brook <br />Meadows (preliminary plat approved in 2022) and one <br />private residence located at 7031 173rd Avenue NW. The <br />approved Trott Brook Crossing plat includes a realignment <br />of 173rd Avenue, to be dedicated with the upcoming 3rd <br />Addition. This realignment will remove direct frontage <br />for the private residence. The homeowner, who is also the <br />seller of the Trott Brook Crossing land, has coordinated <br />with the developer to establish a temporary driveway until <br />permanent access can be provided through the future <br />development of North Brook Meadows. The City Council <br />approved the resolution. <br />The second Public Hearing was to Approve On -Sale <br />Liquor License, including Sunday and 2:00 a.m. sales, for <br />SM Enterprises, doing business as Riversbend Sports Bar <br />& Grill. Due to a change in the license applicant, a new <br />liquor license was required for operations at Riversbend. <br />This change will not affect the establishment's day-to-day <br />operations. The City Council approved the new liquor <br />license. <br />Council Business <br />Council Business included three cases. <br />The first case was to Adopt Resolution #25-107, <br />Approving a Preliminary and Final Plat for Bunker Lake <br />Crossing at the northeast corner of Sunwood Drive and <br />Armstrong Boulevard. The proposed Preliminary Plat <br />includes three buildable lots along Armstrong Boulevard <br />and one outlot designated for an existing wetland. Lot <br />1, the northernmost, is planned for Taco Bell; Lot 2, <br />the middle lot, is reserved for a future tenant yet to be <br />determined; and Lot 3, the southernmost, is intended <br />for Chipotle, pending final approvals. The Final Plat has <br />been reviewed by City staff and found to be consistent <br />with the Preliminary Plat. The City Council approved the <br />resolution. <br />The second case was to Adopt Resolution #25-109, <br />Approving a Conditional Use Permit and Site Plan for <br />Taco Bell at 14751 Armstrong Boulevard NW. A Land <br />Use Application has been submitted for the development <br />of a 1.32-acre lot. The project includes a 2,867-square- <br />foot quick -service restaurant, 23 parking spaces and a <br />drive -through lane encircling the north, west and south <br />sides of the building. The City Council has approved the <br />conditional use permit, with construction expected to <br />begin later this summer. <br />The final case was to The Waterfront - Approve Water - <br />Play and Eastern Park Development Process. The 2025 <br />Strategic Plan, developed by the City Council, includes <br />a work plan for The Waterfront, which outlines an <br />accelerated timeline to establish a high -quality, fully <br />functional water -play area within the park by July 2026. <br />The proposal encompasses the design of the water -play <br />feature and the surrounding park area, with services <br />spanning from schematic design through construction <br />administration.
