8. 1. <br />CC Regular Session <br />Meeting Date: <br />06/24/2025 <br />Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. <br />Title: <br />Legislative Update <br />Purpose/Background: <br />The 2025 Minnesota Legislative Session closed on May 19, 2025 without completion of final bills. Lawmakers <br />held working group meetings to finish budget items and other unresolved bills. Governor Walz called the <br />Legislature back into special session on June 9th where 15 bills were passed. <br />The City of Ramsey advocated on a number of bills specific to Ramsey. Unfortunately, we were not successful in <br />obtaining any additional state bond proceeds for the Water Treatment Plant or having the language correction <br />occur to allow for additional sales and use tax exemption on the trunk watermain lines related to the new Water <br />Treatment Plant. Ramsey was also not successful in obtaining any additional state dollars for the Hwy 10 <br />pedestrian overpass, and we received communication that Senator Tina Smith's Congressional Directed Spending <br />application was not successful. <br />Ramsey did receive approval of our special TIF 14 legislation. This legislation allows us to adopt interfund loans <br />for expenses incurred in the past to be reimbursed through future tax proceeds. <br />Recommendation: <br />Outcome/Action: <br />This case is for informational purposes only.
