Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #25-127 RESOLUTION APPROVING PARTIAL PAYMENT No. 2 TO FLOWSEAL SURFACE MAINTENANCE, INC. FOR 2025 CRACK SEAL IMPROVEMENTS, IMPROVEMENT PROJECT #25-09 WHEREAS, the City of Ramsey can most cost-effectively maximize the life of the bituminous pavement on public streets by sealing cracks on an annual basis; and WHEREAS, the City of Ramsey adopted a budget for 2025 includes $600,000.00 for street maintenance contracted services, including to crack seal the bituminous pavement on numerous public street segments in support of the City's Pavement Management Program; and WHEREAS, pursuant to Ramsey City Council Resolution #24-343, adopted November 26, 2024 the City Council ordered the City Engineer to prepare plans and specifications for 2025 Crack Seal Improvements, Improvement Project #25-09; and WHEREAS, pursuant to Ramsey City Council Resolution #24-020, adopted January 28, 2025, the City Council approved final plans and specifications as prepared by the City Engineer and authorized advertisement for bids for the same improvements; and WHEREAS, pursuant to Ramsey City Council Resolution #25-054, adopted March 11, 2025, a contract was awarded to FlowSeal Surface Maintenance, Inc. of Elk River, Minnesota, in the amount of $154,749.49 for said improvements; and WHEREAS, as of June 24, 2025 $55,717.50 has been paid to date; and WHEREAS, the Senior Engineering Technician has inspected the completed work and recommends partial payment No. 2 to FlowSeal Surface Maintenance, Inc. of Elk River, Minnesota, for improvement project #25-09, 2025 Crack Seal Improvements in the amount of $46,360.00. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: 1) The City Council hereby authorizes partial payment No. 2 to FlowSeal Surface Maintenance, Inc. of Elk River, Minnesota for Improvement Project #25-09, 2025 Crack Seal Improvements in the amount of $46,360.00. 2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for this payment. 3) The total amount of this payment is not included in resolutions approving payment of bills for the date of June 24, 2025. 4) The City of Ramsey Finance Department will be provided a signed copy of this resolution.
