FC CASE # <br /> <br />CONSIDER TRANSPORTATION CONSULTING AND ADVOCACY SERVICES <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />Transportation Consulting Services. The City of Ramsey made contractual arrangements for <br />Leonard W. Levine & Associates, Inc. on May 18, 2000, for transportation consulting services. <br />The consulting arrangement was amended on January 26, 2001, and Mr. Levine's services were <br />utilized on a retainer basis. Most recently, the City has been utilizing Mr. Levine as a consultant <br />for the consideration of official mapping along TH #10 and early discussions considering a <br />moratorium for development north of TH #10. <br /> <br />The City Administrator was contacted late in December 2002, by the most recent Commissioner <br />of Transportation Elwyn Tinklenberg (letter attached). Mr. Tinklenberg would be able to <br />provide a more critical role with the City in its consideration of a moratorium along TH #10, due <br />to his role as MnDOT Commissioner over the last four years. Mr. Tinklenberg will provide a <br />proposal prior to the Finance Committee meeting on January 14. Staff will request a discussion <br />on transportation consultant services with the Finance Committee. <br /> <br />Transportation Advocacy Services. During individual meetings with Council-Elect members, <br />the City Administrator was asked by Councilmember-Elect Strommen regarding the City's <br />lobbying efforts on the national level. The City has been approached in recent years by the <br />Minnesota Transportation Alliance to consider membership. The Minnesota Transportation <br />Alliance is a highway and transportation advocacy group who lobbies both on the State and <br />Federal level (information attached). Besides lobbying efforts, it also hosts a "Washington Fly- <br />In" for member cities and counties to meet with the Minnesota Congressional Delegation and a <br />"Minnesota Fly-In" which is a one-day opportunity to discuss issues that affect transportation <br />industry and with legislative leadership in Minnesota. Membership to the organization is $220 <br />and staff will recommend joining the organization. <br /> <br />Committee Action. <br /> <br />Transportation Consultant <br />Based upon discussion. <br /> - and - <br />Transportation Advocacy <br />Motion to recommend the City Council join the Minnesota Transportation Alliance <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Finance Officer <br /> <br />FC: 01/14/03 <br /> <br /> <br />
