.

PROCEEDINGS OF THE BOARD OF ADJUSTMENT
City of Ramsey
Anoka County
State of Minnesota

Pursuant to due call and notice thereof, the Ramsey City Council held a
Board of Adjustment meeting regarding Waste Management of Minnesota, Inc.
request to place a mobile home on its premises at the landfill on January 1.3,
1981, at the Ramsey Municipal Center, 1515.3 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present: Mayor Gamec
Councilperson Sorteberg
Councilperson Van Wagner
Councilperson Reimann
Councilperson Cox

The Board of Adjustment meeting was called to order at 8:20 P,M. by Council-
person Cox.

Councilperson Reimann said he feels the eight foot high requested fence has
nothing to do with the mobile home variance request.

Mayor Gamec asked if this would be a temporary or permanent mobile home. It
was determined this would be a long term temporary permit.

.

Councilperson Reimann said this is a portable office and not really a mobile
home. Attorney Goodrich mentioned the precedent establishment if the vari-
ance is granted.

Councilperson Cox said we should probably not insist on a permanent structure
since this would be a comrnittment on our part to a continuation of the land-
fill which there is not at this point. He stated that the temporary nature
of the landfill business mandates that this be a temporary structure, He
also said the permit should be for a year at the outside, and that the City
expects the operators to conduct a top notch operation and they need the
space in order to do this. The Council addressed themselves to the variance
criteria in Section 170.018E of the City Code and concluded the following:

a) Temporary - no permanent building wanted - unique situation
b) No similar circumstances or property
c ) Will not affect adj acent property
d) Isolated instance
e) Best interest of public to assure manpower and staff to properly
regulate the site

Mr. Terry Miller said the existing office space will be used for storage and
employee lockers.

.

Motion by Councilperson Sorteberg and seconded by Mayor Gamec directing staff
to prepare findings of fact and a contract for the next meeting for a one year
permit and the fee to be paid in accordance with the ordinance requirements.

,BA/January 1.3, 1981
Page 1
