.~

.-

..

at, have lesser prop:rty taxes.

Mr. Wirz requested that the County reins~ct the Roof home in addition to
other homes in the River's Bend area discussed on April 26; if
discrepancies do exist, then maybe the entire River's Bend area needs to be
reassessed.

Motion by Councilmember Cox to continue the Board of Rev iew meeting until
after Anoka County has completed their reassessment of certain parcels.

Further Discussion: Mr. starky noted that City Council has 20 days from
their first Board of Review to take action on the cases. Councilmember Cox
requested that Anoka County p:rform the reassessment of properties as soon
as possible in order that Council can work within that 20 day time frame.
Ivt.r. Starky stated that he cannot pranise that the County appr aisor can work
within Ramsey's time frame. Mr. Wirz noted that adjustments to property
valuations do not necessarily have to be done at a Board of Review;
adjustments can be made at the County Board of Equalization. Councilmernber
Cox noted that it is the responsibility of the Ramsey Board of Review to
know people's complaints and the action that followed up on those
complaints. Councilmember DeLuca stated that there has to be something
wrong with the system when people can prove that they can buy or build a
house for less than what it is being assessed at. Mr. Starky stated that
Ms. Holm's concern is in regards to the 1988 property taxes, which is based
on 1987 property valuations; this Board of Review is to discuss concerns
vlith the 1988 property valuations. Mr. Starky noted that there was a sharp
increase ih1988 property taxes because of increases to land values and
mill rates in School District No. 11. Mr. Starky noted that the City
Assessor determines the estimated market value; he does not have any
control over mill rates and property taxes.

Councilmember Cox restated his motion as follows:

Motion by Councilmember Cox and seconded by Councilmember Pearson to
continue the Board of Review until May 10, 1988 at 7:30 p.m. for the
purpose of reviewing Anoka County reassessments of certain parcels and
taking any necessary action.

trlOtion carried.
