.

Mr. Hermanson's estimated market value into pro{:'er {:'ers{:'ective with the rest of
the homes on Garnet Street.

. Councilmanber Cox withdre.w his motion.

Council consensus is that the estimated market values of homes in the vicinity
of the landfill should be addressed after the Landfill Ad Hoc Canmittee has had
an opportunity to rE'ITie.w the situation.

Marge Reiter - 6522 l53rd Lane - stated that her home is located in the first
rClil of houses next to the landfill and she wants to knClil what Council is going
to do in regards to the market valuation of these homes. Ms. Reiter stated that
the value of her pro{:'erty has decreased; she doesn't knClil what figure would be
appropriate but Council should do something about it. The homes in the area
are harder to sell and have to be sold at a cheaper price. The threat of
municip:l.l se.wer and water coming to the area is also a depressant to sales.

.

.

Mr. Wirz stated Ms. Reiter's estimated market value is $55,900; no increase
over last year.

David Olson - 15311 Xenon - stated that he believes his estimated market value
increased $800 and this is too sharp of an increase for one year.

Mr. Wirz stated that Mr. Olson's market value decreased $100 from last year; it
is nClil set at $56,800.

Ibn Lokker - 6625 l53rd - IrxIuired as to his estimated market value.

Mr. Wirz stated that Mr. Lokker's valuation decreased $100 from last year; it
is nClil set at $56,700.

Susan Beale - 14851 Sunfish Lake Blvd. - Stated that even after Mr. Boblett' s
report to Council last June, her estimated market val ue increased. REq:uested
that Council reduce taxes on homes to the east of the landfill; contamination
is worse as documented in City Engineer Raatikka' s letters of January 28 and
April 16. Hickock and Associates, the firm doing the ground water study at the
landfill, stated at the April 15 Landfill Ad Hoc Canmittee meeting that lack of
clay is condusive to contamination spreading and there is not much clay at the
lE'ITel from the surrounding homes are obtaining their drinking water. Ms. Beale
stated that there is no contamination in her well yet, but there doesn't ap{:'ear
to be a.xwthing to stop the contamination if it decides to cross the road. Ms.
Beale then presented a map on which City Engineer Raatikka indicated the
probable direction in which contaminants from contaminated Wells #8 and lA
would travel if they were to spread. Ms. Beale stated that it is no longer a
matter of 'if' contaminating but 'when'. Ms. Beale also subnitted to Council
copies of Minneapolis Tribune articles dated April 11, 1985 and April 10, 1985
regarding decreases in pro{:'erty val ues to homes in Lake Elm and Rosemout due
to landfills.

Ben Rie.we - stated that he feels his market value increased to drastically last
year but he was unable to attend the Board of Revie.w because of illness;
requesting Council to make some adjustments at this time.

April 24, 1985
