Ar....tlq,~ J

..,; (t'~~

~~. "'1&1

('~,.'v
*** Mr. Cox did not get appointed to the Commission that wrote
this Charter and he may not understand its basic rights. Very ~~~
simply put, only a MAJORITY vote of the AFFECTED taxpayers can
start or stop city projects. We do NOT have that right now. If
the residents of this city are a "SPECIAL INTEREST GROUP" -- WE
have a right to bellI We are 84% of this city's taxbase and yet
5 people (the Council) are deciding everything.

~b'd: RESIDENTS.l REPLY TO MR.

.

COX ')"~I:')t(

*** The comparison with Anoka is a half-truth. The bottom line
as a taxpayer is this; using an $80,000 house -

Ham Lake Charter city taxes $510

Andover Non-charter city taxes $519

Ramsey Non-charter city taxes $560

Champlin Non-charter city taxes $649!!

Mr. Cox did not say where he got his figures. The figures
used here are from the Citizens League study of 1983 that was
published in the Minneapolis paper.

Keep in mind that Anoka has an electric company, street
lights, sewer & water, parks, swimming pool, a golf course, city
library, high rise, etc.

*** An election held in the spring is not the exception but is
very common. Charter cities rarely must hold special elections
after the charter is adopted. Every household was mailed notice
of public hearings and election notices. This is more effort
than our Council has ever madell

.

area

*** Some recent expenditures that you might be interested in

$40,000

$ 5,000

$ 3, 500

$60,000+ -
$30,000+ -
each
$95,000

.

Airport study steered by a commission
appointed by our Council and dominated by
pilots and the current owners.

Computer study - just to decide what ~
of system to buy.

Cost to rewire the city hall so it can handle
the new computer when the City of Anoka did
express an interest in selling us computer time.

Cost of the computer they feel our city needs.

Salries of 5 city employees - and they are
looking for a full-time city planner.

Community Block Grant - the Council has
resolved that it should go for sewer & water
on Hwy. fFlO. No one has petitioned for it.
Where will the rest of the money come from?

*** VOTE YES ***

MAY 22nd ,r,

Prepared and paid for by the Ramsey Residents' Coalition,
Brenda Bauerkemper, Treasurer
