Since the proposed resolution had already been distributed to the <br />Economic Development Commissioners, it was not redistributed with the minutes packet in the <br />December 13,1989 agenda. <br /> <br />Motion by Commissioner Gorecki and seconded by Commissioner Fults to approve the Economic <br />Development Commission Meeting Minutes dated November 8, 1989. <br /> <br />Motion carried. Voting Yes: Chairman Wagner, Commissioners Gorecki, Fults, Hardin, Ippel, <br />Muller, Vevea and Wiley. Voting No: None. Absent: Commissioner Greenberg. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />City Council meeting minutes were so noted. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Review of the mission of the Economic Development Commission: <br /> <br />David Hartley, City Administrator was present to present information relating to the establishment <br />of the Economic Development Commission and its original purpose and the needs for the <br />Economic Development Commissions' participation. <br /> <br />. <br /> <br />Mr. Hartley discussed the Economic Development Commission's responsibilities of working with <br />the Ramsey City Council and giving top priority to special projects. The Council needs the <br />Commission's input regarding adopting and enforcing laws, etc. The Council wants to know the <br />preferences of the Economic Development Commission especially as it effects businesses in our <br />community. <br /> <br />Mr. Hartley mentioned some of the things the Commission is working with now such as Tax <br />Increment Financing, advertising, staying in touch with the business community and nurturing the <br />relationship between the City and the businesses within the City. He informed the Commission <br />they were representing the City of Ramsey and they needed to bring back the information from the <br />businesses. Mr. Hartley informed the Commission that if they don't visit with the area businesses <br />and bring back input, the City has no way of knowing if their merchants need anything. He said <br />the Commission needs to be proactive also in the field of economic development, not just reactive. <br />They need to learn from the business community what it is they need or want the Commission to <br />take a proactive stance on - labor market, transportation, increase - decrease labor market, more <br />industrial space available - less space, etc. When a Commissioner hears something from the <br />business person - bring it before the Economic Development Commission and from there to the <br />City Council. <br /> <br />Mr. Hartley handed out the Tax Increment Policy Statement and TIP was discussed in more detail. <br />Mr. Hartley informed the Commission that the TIP was the only tool remaining for Cities to <br />encourage development and he hoped it would not become a thing of the past. <br /> <br />The Ramsey Resident's Guide was discussed. Mr. Hartley encouraged the Commission to give <br />their input regarding this guide.
