5. 12. <br />CC Regular Session <br />Meeting Date: <br />07/08/2025 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Title: <br />Adopt Resolution #25-154 Approving the Final Plat and Development Agreement for Parkside Townhomes 2nd <br />Addition (Project No. 25-107); Case of Ramsey at COR, LLC <br />Purpose/Background: <br />The City has received an application from COR at Ramsey, LLC (the "Applicant") for consideration of the Final <br />Plat for Parkside Townhomes 2nd Addition, located on the block bounded by 146th Avenue, Rhinestone Street, <br />E. Ramsey Parkway, and Traprock Street (the "Subject Property"). This is the second phase of this development, <br />and it includes thirty-eight (38) attached townhome units, which will complete this block. <br />Notification: <br />Notification is not required for a Final Plat. <br />Time Frame/Observations/Alternatives: <br />General Project Overview <br />This phase includes a mixture of 4-, 5-, and 6-unit buildings over the western portion of the Subject Property, <br />consistent to what was approved in the preliminary plat. The Subject Property is located in the COR-4b zoning <br />district, which allows a density of up to fifteen (15) units per acre. This phase of the development is <br />approximately fourteen (14) units per acre. <br />Streets/Access/Sidewalks <br />Access will be from 146th Avenue on the north and E. Ramsey Parkway on the south, both of which are existing <br />public roads. All proposed interior roads will be private. There is an existing sidewalk along Rhinestone Street. <br />The Applicant will be responsible for constructing a six (6) foot -wide sidewalk along the other three (3) public <br />roads, as well as providing a six (6) foot -wide boulevard. There will also be sidewalks internal to the Subject <br />Property, which will be privately maintained. A portion of the public sidewalk along East Ramsey Parkway will <br />encroach onto the Subject Property slightly. However, a Sidewalk Easement Agreement was approved by the <br />City Council as part of the Parkside Townhomes plat. <br />Landscaping <br />The project includes both boulevard plantings (along all four public streets) and internal site plantings as well. <br />Additionally, each building will have foundation plantings with a mix of shrubs, perennials, and ornamental <br />grasses. The Environmental Policy Board reviewed the Landscape Plan at their August 19, 2024, meeting and <br />recommended approval. The Landscape Plan does meet the standards of the Design Framework. <br />Building Architecture <br />The building elevations and color rendering include stone on both the front and sides of each building (the rear of <br />all units are internal to the site, facing private roads). The buildings will match the appearance of those in the first <br />addition. <br />Development Agreement <br />Also included is a development agreement, in standard form, guaranteeing that site improvements (utilities, <br />private roadways, driveways, landscaping, etc.) are all constructed according to plan and in a timely manner. <br />Alternatives <br />
