. . . CASE 16: INFORMATION ITEMS A. Star City Program On July 22s the City Council approved the City's participation in the Star City program. I spoke with Bob Stern about proceeding with the requirements of the project. Mr. Stern suggested that the Commission waint to begin work on the program until after the Star City Conference scheduled for September 16-18 at the Sheraton Northwest. At least several Commission members as well as the project coordinator should plan to attend this conference. I am trying to schedule a meeting with a technical assistance representative from MN DEED to review the Star City requirements with staff and the Commission. B. Extension of Thurston Avenue/Coordination of Street Alignments between Ramsey and Anoka Commissioner Fults and City Engineer Raatikka are working with the property owners of Anoka's industrial land adjacent to Ramsey to coordinate alignment of streets through the industrial areas South of Industry Avenue in Ramsey and Anoka. C. Incubator Facility On July 22s the City Council directed that the EDC continue to work on a business incubator facility in whatever form they determine makes the most sense for Ramsey. D. Rick Foster's Request for Tax Increment Financing Assistance On July 22s the City Council granted preliminary approval to Mr. Foster's request for tax increment financing for site improvements in the River's Bend Plaza P.U.D. On August 12s the City Council will conduct a public hearing on the modification of the tax increment financing documents to allow for these expenditures and to include River's Bend Plaza P.U.D. in Tax Increment Financing District No.1. E. Extension of Utilities to Industrial Area On August 12s the City Council will consider approving the plans and specifications and ordering advertisement for bids for the extension of sanitary sewer and municipal water to the industrial area and the construction of well No.2.
