Regular City Council meeting minutes dated November 25, 1986. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #2: Discussion Reiardini Incubator Proposal By Iron Works <br />Development Corporation: <br /> <br />4It <br /> <br />Paul Fournier of Iron Works Development Corporation was present and <br />proceeded to give some background as to how the incubator proposal from <br />Iron Works came about. Mr. Hartley and Ms. Norris approached Iron Works <br />last July with an expression of interest in an incubator facility and <br />provided Iron Works with a copy of the Pride Roberts study done earlier <br />this year. Iron Works reviewed that and concurred there is a need in the <br />area for reasonable office/warehouse property, reasonable being a rent rate <br />that small businesses can afford. Iron Works does have an interest in <br />seeing quality development in the area and responded by saying there is <br />interest in considering putting up a facility that would meet the needs <br />defined by Ms. Norris and Mr. Hartley, relocating busineses from private <br />property to commercial structures. Based on projected rental income and <br />and current land costs, it could not be justified as a private development <br />and would require some kind of support. The city came back with an offer <br />for financial support that looked reasonable. <br /> <br /> <br />Commissioner Ippel stated that at the last EDC meeting, it was expressed <br />that there is a need for office/warehouse space but there is concern that <br />the current proposal does not really qualify as an incubator in the true <br />sense of the word, based on what is being done in other communities with <br />incubators as far as financial support, management assistance and sharing <br />of services. This issue was also discussed at the joint EDC/P&Z/Council <br />meeting. Discussions were that maybe the city should consider preparing a <br />proposal that would be offered to anybody developing or expanding in <br />Ramsey. Commissioner Ippel inquired if Mr. Fournier feels the proposal is <br />an incubator or if that name was attached for marketing purposes; does Mr. <br />Fournier think it would be beneficial for the city to formulate a proposal <br />to be offered to anyone as incentive to build or expand in Ramsey? <br />EDC/December 10, 1986 <br /> <br />4It <br /> <br />Page 2 of 6 <br />
