Mayor Reimann stated that he doesn't feel commercial uses <br />in residential areas should be allowed to be sold or carried on outside the <br />family for whom it was grandfathered in; that there should be a time frame for <br />it's elimination or phase-out and no expansion. <br /> <br />Chairman Peterson noted that Council's decision to discourage business <br />activities in residential areas was not something that was relayed to P&Z; up <br />until that time, conditional use permits for home occupations were being <br />approved. If Council is going to initiate a change in policy, P&Z should be <br />informed of it. <br /> <br />Mayor Reimann agreed and stated that citizens could save time and money <br />processing conditional use permits if they know there is a policy that Council <br />and P&Z agree on and are enforcing. Mayor Reimann stated that it would take <br />too much staff and money to change what was allowed in the past, but the city <br />should gradually work into strictly adhering to ordinances and a lot of the <br />development concerns will be addressed through lot sizes and covenances when <br />municipal services are installed. <br /> <br />Consensus was that a real effort will be put forth to improve communications <br />between EnC, P&Z and Council in the future. <br /> <br />Discussion ensued regarding ordinance requirement for 'dustless' parking lots <br />and the City Attorney advised that the ordinance be amended to clarify just <br />what type of surface is required and thereby eliminate interpretation debates <br />of what is meant by 'dustless'. <br /> <br />Commissioner Fults inquired as to what is being planned for a service road on <br />the north side of Hwy. #10. Which side of a building will be required to <br />adhere to front facia requirements, that side facing the service road or that <br />side facing Rwy. 110? . <br /> <br />Commissioner Zimmerman stated that per the State Department of Transportation <br />recommendation, the city has been acquiring easements along the railroad from <br />everybody who has been constructing or modifying between Cty. Rd. #56 and #57. <br /> <br />Chairman Peterson stated that P&Z has not discussed which side of the building <br />will adhere to front facia requirements. <br /> <br />Mayor Reimann stated that in view of the increased residential and commercial <br />activity along State Hwy. #47, the city should lobby for improvements to it or <br />a decreased speed limit. <br /> <br />Discussion ensued regarding the proposal from Iron Works Development <br />Corporation for an incubator facility. Chairman Greenberg stated that EDC has <br />reviewed the proposal and has concerns regarding the level of city <br />participation that is requested, whether or not it will be a true 'incubator' <br />facility, if special consideration is being given to the development project <br />because the word 'incubator' is attached to it, and if the same considerations <br />would be offered to other similar development projects. <br /> <br />EDC-PZ-CounciI/November 20, 1986 <br /> <br />Page 6 of 7 <br />
