<br />. <br /> <br />. <br /> <br />. <br /> <br />requirements for various planning/development requests, she has drafted <br />checklists outlining the necessary information. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Wagner directing that <br />City Staff utilize the checklists prepared by Ms. Norris outlining processes <br />and necessary information for various planning/development requests. <br /> <br />Further Discussion: Ms. Norris noted that P&Z has reviewed the checklists. <br />Commissioner Fults noted that the checklists refer to site plans; 7-1/2% of the <br />cost of building is for architect/engineering; developers do not want to invest <br />that kind of money with no assurance that the City won't completely revise what <br />they are proposing. Commissioner Ippe1 stated that developers can use the <br />checklist as supporting documentation of compliance with all requirements if <br />their proposals are denied. Commissioner Kurak inquired if approval is <br />mandatory with compliance. Ms. Norris replied that everything is subject to <br />PZ/Counci1 approval; Council has to consider the health and welfare of the <br />public. Commissioner Hardin suggested that Ms. Norris also draft a fee <br />and time frame schedule to go along with these checklists. <br /> <br />Motion carried. Absent: Commissioners <br />DeLuca and Muller. <br /> <br />Case:ffi6: IIlform.atioii.Items: <br /> <br />The Commission noted the following: <br /> <br />1) Council approved up 50,000 from the Landfill Trust Fund to be used for <br />economic development activities. <br /> <br />2) Council gave concept approval to an incubator facility on October 28. <br /> <br />3) Council tabled creating an Ad Hoc Committee to review water problems. <br /> <br />4) Council adopted an ordinance to establish a Landfill Commission. <br /> <br />5) Elk River participated in Governor's Design Team program whereby experts in <br />architecture, planning, land use, etc. review a community. <br /> <br />6) Council met on November 12, 1986 to discuss special assessments for the <br />proposed sewer and water project to the Industrial area. <br /> <br />Ms. Norris stated that Council supports a deferment period but would prefer to <br />see it reduced from EDC's recommendation of 30 years; that staff research other <br />funding resources like landfill tipping fees and trust fund; lowering the total <br />assessment by increasing the subsidy; incentive for early hook-up without <br />penalizing those that defer. Ms. Norris stated that Mr. Hartley presented two <br />options to Council on November 18 addressing these concerns: a) one that <br />increases the tax increment subsidy and limits deferments to ten years; b) the <br />other uses Chapter 444 to construct services and charge connection fees.
