<br /> 5) Special City Council meeting minutes dated October 21, 1986. <br />. 6) Regular City Council meeting minutes dated October 28, 1986. <br /> Commissioner Ippe1 requested clarification on how much money City Counc i1 <br /> budgeted for economic development activities. <br /> <br />Commissioner Wagner asked Ms. Norris to explain the incubator proposal of <br />Iron Works Development Corporation and what the City's participation and <br />administrative controls would be. <br /> <br />. <br /> <br />Ms. Norris stated that Iron Works proposed to buid a 15,000 square foot <br />building with 8 bays to be rented to growing small businesses utilizing <br />common secretarial/advertising services. Iron Works is proposing that the <br />City participate in the land and construction costs. <br /> <br />The Commission members expressed concern that what is being called an <br />incubator facility be operated as such; that the control of the facility <br />include a time frame for renters to move onto their own commercial <br />property. The Commission is concerned that the managers of the facility <br />will go the easy route of renting the space with no time limit for moving <br />on; this then becomes a case of the city subsidizing a private profit <br />business when there are no controls in place to see that users move on and <br />make room for other growing businesses. Commissioner Ippel also suggested <br />that users of the facility be required to enroll in the small business <br />development program offered at the Vo Tech. <br /> <br />. <br /> <br />Commission consensus was to place further discussion of the incubator <br />facility on today's agenda as Case #2.A. <br /> <br />COMMISSION BUSINESS <br /> <br />Case 11: Subcommittee Reoorts: <br /> <br />a) Legislative- <br /> <br />No report at this time. <br /> <br />b) Economic and Finance - <br /> <br />Commissioner Wagner stated that the Economic and Finance subcommittee <br />report would be more appropriately discussed during Case #2 regarding the <br />extension of sewer and water to the Industrial area. <br /> <br />. c) Publicity Subcomittee - <br /> <br />Commissioner Ippel stated that he will give a progress report on the City <br />video during Case #4, Star City program. <br /> <br />d) EDC/P &Z regarding review of development standards - <br /> <br />No report at this time. <br /> <br />. <br /> <br />EDC/November 12, 1986 <br /> <br />Page 2 of 6 <br />
