<br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Fults stated that Council is denying home occupations because it <br />creates unfair competition for those people operating in commercial/industrial <br />areas. Commissioner Fults stated that maybe the formula for taxing in-home <br />businesses should be revised 80 that it is not such a tremendous advantage to <br />operate out of the home. <br /> <br />Mr. Art Raudio stated that a lot of these PZ/EDC discussions should include <br />Council; better communication between commissions and council is needed. <br /> <br />Discussion ensued regarding what constitutes an in-home business. Does <br />bringing work home in a brief case or bringing home a company vehicle or truck <br />classify as in-home business? What are the parameters for in-home businesses? <br />Discussion reiterated that if the activity does not interfere with normal <br />activity of a neighborhood, it should not be considered an in-home business. <br /> <br />Chairman Peterson noted that councilmembers have in-home businesses and denying <br />other requests is contradictory action. <br /> <br />Case 14: Set Next Meetini Date: <br /> <br />The Commissions scheduled the next joint meeting for November 20, 1986. <br /> <br />Case 15: Discussion Reiardina Plants and Thinis: <br /> <br />Commissioner Deemer stated that he knows for a fact that Mr. Hickman was <br />informed by Mr. Berg, the building inspector at the time, that a site plan and <br />registered survey would be required before constructing the new building. At <br />that point, Mr. Berg took employment with the City of Anoka and Ramsey did have <br />another building inspector on staff for a short period of time before he too <br />took employment elsewhere. Mr. Hickman took advantage of the chaos at city <br />hall and the building permit was issued in error. Commissioner Deemer stated <br />that it has recently come to his attention that Mr. Hickman may not own the <br />property on which Plants and Things is located. If not, Mr. Hickman is not <br />eligible to apply for a building permit for that property. Commissioner Deemer <br />stated that it has also come to his attention that Mr. Hickman has purchased a <br />similar business in another city and might be moving from Ramsey. <br /> <br />Commissioner Zimmerman stated that the application for building permit shows <br />that originally the use was for retail; it seems that after finding out what is <br />involved with building retail space, Mr. Hickman crossed out and changed the <br />use to storage; the building is being used for retail space. That action does <br />not set a good example for other businesses. P&Z requested that the site plan <br />and lot survey be provided; was agreeable to allowing a couple of years to get <br />the parking lot paved. Council intervened and stated that Mr. Hickman doesn't <br />need to answer to submit plans and surveys. <br /> <br />Chairman Peterson stated that P&Z was not asking Mr. Hickman to provide any <br />more than what is supposed to be provided in the first place; the Commission <br />was ready to grant variances to what has already been done. <br /> <br />Chairman Greenberg recent joint EDC/PZ meetings prove that the two commissions <br />agree on the type of development that should take place along Hwy. 110; EDC <br />September 22, 1986 <br /> <br />Page 4 of 5 <br />
