<br />. <br /> <br />Case #2: Discussion reiardini Economic Development Commission position on <br />proposed extension of public improvements to City's industrial <br /> <br />area: <br /> <br />Motion by Commissioner Ippel to recommend that City Council proceed to extend <br />public improvements (sanitary sewer and municipal water) to the City's <br />Industrial Area utilizing financing option #4. <br /> <br />Chairman Greenberg called for a second to the motion and there was no response. <br /> <br />Commissioner Ippel withdrew his motion. <br /> <br />Motion by Commissioner Kurak and seconded by Commissioner Fults to recommend <br />that City Council proceed to extend public improvements (sanitary sewer and <br />municipal water) to the City's Industrial Area utilizing financing option #5. <br /> <br />. <br /> <br />Further Discussion: Commissioner Ippel stated that this project will be hard <br />to sell when it is proposed to assess the benefitting property owners less than <br />50% of the actual cost of the improvements. Commissioner Kurak questioned who <br />would object to utilizing tax increment revenues to assist in the project. Mr. <br />Hartley replied that the developers of River's Bend paid for their improvements <br />and have expressed concerns that developers in the industrial area will be <br />getting something for nothing. Mr. Hartley stated that the additional <br />municipal well will serve as a back up well to the one serving River's Bend but <br />likewise the municipal well paid for by River's Bend developers will equally <br />benefit the industrial area. Chairman Greenberg noted that property owners in <br />the industrial area have paid a great deal of taxes over the years without <br />deriving any real benefits. Commissioner Ippel stated that utilizing option #5 <br />would be setting a dangerous precedent. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Kurak and <br />Fults. Voting No: Commissioners Ippel and Wagner. Absent: Commissioners <br />Hardin, Vevea, Muller and DeLuca. <br /> <br />Commissioner Fults stated that any recommendation made to Council should be <br />supported 100% by the EDC members voting on it. <br /> <br />Motion by Commissioner Kurak and seconded by Commissioner Fults to rescind <br />EDC's motion recommending proceeding with public improvements to the industrial <br />area utilzing option #5 as a financing method. <br /> <br />Motion carried. Voting Yes: <br />Ippel and Wagner. Voting No: <br />Muller and DeLuca. <br /> <br />Chairman Greenberg, Commissioners Kurak, Fults, <br />None. Absent: Commissioners Hardin, Vevea, <br /> <br />Motion by Commissioner Kurak and seconded by Commissioner Fults to recommend <br />that City Council proceed to extend public improvements (sanitary sewer and <br />municipal water) to the City's Industrial Area utilizing either option #4 or #5 <br />as financing methods. <br /> <br />. <br /> <br />Motion carried.
