<br />NOTE CITY ~~CIL MINUTES <br /> <br />The Economic Commission noted the following: <br /> <br />. <br /> <br />1. Regular City Council minutes dated February 12, 1985. <br />2. Regular City Council minutes dated February 26, 1985. <br />3. Regular City Council minutes dated February 27, 1985. <br />Commissioner Cox noted that the Charter Commission has met to discuss Charter <br />concerns. <br /> <br />Ms. Norris stated that the Charter Commission will continue these Charter <br />discussions on Thursday, March 14, 1985 at 7:30 p.m. <br /> <br />Commissioner Cox stated that EDC members should attend the March 14, 1985 <br />Charter Commission meeting and added that portions of the Charter were written <br />from a well intended aspect but the Charter Commission did not understand the <br />total ramifications until they saw it in action. <br /> <br />COMMISSION BUSINESS <br /> <br />Cse #1: Snh('!Ommi ttee Renorts: <br /> <br />a} Legislative- <br /> <br />. <br /> <br />Commissioner Cox received a letter from Representative John Burger regarding <br />proposed legislation to create a commission that will review aspects of <br />commercial/industrial taxes in the State. Commissioner Cox stated that this <br />Ramsey Economic Development Commission should encourage this State commission <br />to also look at referendtml laws in regards to bonding: with inequities in the <br />tax ratio, it isn't the people voting on the bond issue that are paying for <br />it. <br /> <br />Motion py Commissioner Fults and seconded by Commissioner Miller directing the <br />Legislative Subcommittee of the Ramsey Economic Development Commission and <br />City Planner Anne Norris to prepare a statement for the State Legislative <br />Study Commission on Property Taxes regarding the affects of referendtml in bond <br />issues on businesses within a community. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Hardin, FUlts, <br />Miller, MUller, Vevea and Cox. Voting No: None. Absent: COmmissioners <br />Schmidt and Wagner. <br /> <br />b} Economic and Finance Subcommittee - <br /> <br />Commissioner Cox stated that he did contact Val Jirak, who is working wi th <br />Governor Perpich on the new General Motors division issue. Commissioner Cox <br />stated that through the discussion, it became evident that there are things <br />that other Minnesota ci ties have to offer that are keeping Ramsey out of the <br />picture.
