<br />. <br /> <br />. <br /> <br />. <br /> <br />TO: Economic Development Commission <br /> <br />FROM: City Administrator <br /> <br />RE: Commission Business <br /> <br />ENCL: (DZ-a) Ramsey Economic Development Company Articles of Incorporation and <br />By-laws and Application to Register Securities <br /> <br />CASE #1: REQUEST BY RUBBER RESEARCH ELASTOMERICS, INC. TO SEEK CITY <br />SUPPORT FOR PROPOSED PROJECT TO RECYCLE WHOLE SCRAP TIRES: <br /> <br />Mr. Stark, President of Rubber Research Elastomerics, Inc., will be present <br />to address this Commission about his firm and their product. He is seeking <br />local government support to secure a State solid waste grant. <br /> <br />Mr. Ed Welsh, Minnesota Solid Waste Board, will be present to address the <br />grant procedure in the private sector. <br /> <br />We will also have the following officials present: <br /> <br />Representative Ernie Larsen - He will address current legislation that has <br />been passed in regards to scrapped tires. <br /> <br />Mr. Tim Yantos, Assistant County Administrator - He will be present to <br />represent the County, as the County is probably the governmental body <br />that should be the prime mover in regards to this project. <br /> <br />Consequently, it is felt that in order for all to understand this case, the <br />following sequence should be followed: <br /> <br />a) Mr. Ed Welsh, State Solid Waste Department, should speak first as <br />to whether the City should apply for the State grant. <br /> <br />b) Mr. Stark, President of Rubber Research Elastomerics, Inc., should <br />speak second, as his firm is seeking this solid waste grant. Mr. Stark will <br />address what his company does and what they will do if they are able to get <br />this solid waste grant. <br /> <br />c) Representative Ernie Larsen will address the current laws as they <br />pertain to scrap tire recycling. <br /> <br />d) Mr. Tim Yantos, Assistant County Administrator, will be present to <br />keep the County informed should we desire to pursue this project. <br /> <br />Commission Action: You probably won't want to take any action until you <br />have had a chance to review it. <br />
