.

.

.

Case #2: Transportation:

Chairman Greenberg stated there has been a meeting with Anoka regarding a
new bridge in Champlin, Ferry Street being 6 lanes up to Main Street and 4
lanes up to Hwy. 10. Ramsey's concern is traffic funneling through. that area
and into RaIlisey. Anoka wants another river c:POssing and they don '.t want to
see Hwy. 47 upgraded and they do agree a railroad overpass is needed. There
will be another meeting Thursday, April 12, 1984; we are trying to get the
cities of Anoka, Champlin and Ramsey united as to what we think will be the
best way to funnel traffic.

Mayor Gamec noted a letter from City Manager of Anoka regarding the formation
of a joint Highway Task Force (Ramsey, Anoka, Champline and Dayton).

Case #3: Subcommittee Reports

a) Legislative Subcommittee - Commissioner Muller stated he had no report
at this time.

Mr. Schnelle requested that Commissioner Muller check on upcoming bills
before Legislature.

b)

Economic Subcommittee - Chairman Greenberg had no report at this time.

c)

Finance Subcommittee - Commissioner Schmidt suggested that CDBG funds be
used to hire a specialist to get Ramsey's Local Development Corportation
established.

Mayor Gamec stated that type of person could do so mucl1 for the City in
other areas also and he would rather see that type of person put in the
City budget rather than using grant monies; hiring planners project by
project could end up costing the City more than it would cost to add such
a person to Staff.

Case #4: Miscellaneous (A. Proposed Tax Bill For Small Business; B. Letter
.From Y.R. Sharp Regarding Sanitary Sewer And Water; C. Proposed Uses
Of CDBG Etinds For 1984 Through 1986):

a) Proposed Tax Bill For Small Business - Commission noted.

b) Letter From Y.R. Sharp, Inc. Regarding Sanitary Sewer And Water - Commission
noted.

c) Proposed Uses Of CDBG Funds For 1984 Through 1986 - Mayor Gamec stated that
Council adopted a resolution regarding intended use of Ramsey's CDBG Funds.
The idea is to create a tax increment area and take that money and tie it
into the sewer trunk line. This resolution is not a firm commitment.

Chairman Greenberg requested that discussions regarding proposed used of
CDBG funds be continued at the next meeting of the EDC.

ADJOURNMENT

Motion by Commissioner Guy and seconded by Commissioner Vevea to adjourn this
meeting of the Ramsey Economic Development Commission.

EDCjApril 11, 1984
