.

.

.'

Management that Waste Management provide for remedial action
on the existing landfill site. Waste Management's way of
protecting itself was to propose an environmental improvement
plan -- Waste Management proposed an infiltration barrier on
the north slope to minimize rainfall into the existing site.
By doing this we would slope the collection system off to the
new area to the north and put in a liner to collect leachate
generated from the old and new site. Mr. Otter stated that
Waste Management's proposal would not dnlybe adding dollars
to Ramsey's budget but it's future as it relates to the remedial
action within the proposal. Waste Management is proposing
$15,000,000 for remedial action; State~Super Fund money is
available for remedial action but there is no guarantee that
the money will be there or Ramsey will qualify when the time
comes. Waste Management's proposal is conditioned on the
conditional use permit for expansion being granted. Mr. Otter
then distributed copies of Waste Management's letter dated
July 3, 1984 to the Ramsey Planning and Zoning Commission (see
Attachment III).

Chairman Greenberg inquired as to the status of Site P, does
Waste Management's proposal include the area designated as
Site P, and who controls SiteP if it is selected.

Mr. Otter replied that the Waste Managem~nt Act requires
counties to have provided sufficient airspace to handle their
refuse and Site P has been included in this County's siting
process. Final site selection will be by the Metro Council
but Anoka County is going to be out of airspace prior to agency
action. Waste Management's proposal is to operate in the North
or start phasing of what will be part of the total site
eventually, Site P. Site P will probably be one of the selected
sites in Anoka County because of it's location, environmental
and intrinsic suitability.

Mayor Gamec stated that if Site P is selected, basically, the
County would have control of the property.

Case 1F3: Ramsey Economic Development Company:

Chairman Greenberg requested that the EDC Economic Subcommittee
prepare recommendations regarding printing and marketing of
stock.

Case 1F4: Subcommittee Reports:

No action.

ADJOURNMENT

Motion by Commissioner Muller and seconded by Commissioner Fults
to adjourn this regular meeting of the Ramsey Economic Development
Commission.

Motion carried.
