Waste Management Board must promulgate rules- to administer the <br />Solid Waste Management Demonstration Program for "waste processing <br />facilities." <br /> <br />"ProcessingU means the treatment of waste after collection <br />and before disposal. Processing includes but is not limited <br />to reduction, storage, separation, exchange, resource recovery, <br />physical, chemical or biological modification, and transfer <br />from one waste facility to another. <br /> <br />2. The grant/loan program shall distribute $8.8 million from the State's <br />sale of bonds: <br /> <br />70 percent as loans {repaid with interest} <br />30 percent as grants <br /> <br />Individual projects may receive: <br /> <br />Ie <br />I <br /> <br />100 percent funding, but not more than <br />50 percent as grants <br /> <br />3. Eligible applicants are: <br /> <br />Cities <br />Counties <br />Solid waste management districts <br /> <br />4. Application requirements: <br /> <br />1. The project must be technically and conceptually feasible. <br /> <br />2. Local governments must be financially and administratively <br />committed to project. <br /> <br />3. The project must be economically viable. <br /> <br />4. Solid waste management alternatives must be evaluated by <br />the local governments. <br /> <br />'. <br /> <br />5. In awarding grant and loan funds the Waste Management Board <br />shall give priority to areas where natural geologic and soil <br />conditions are unsuitable for land disposal of solid waste and <br />areas where the capacity of existing solid waste disposal facilities <br />is determined to be less than five years. <br />
