Charter Commission <br />Meeting Date: 07/17/2025 <br />Primary Strategic Plan Initiative: Not Applicable <br />5. 2. <br />Information <br />Title: <br />Receive Update on Charter Recommended Changes <br />Purpose/Background: <br />The purpose of this case is to provide an update on the Charter Recommended changes. The City Council <br />received the recommended changes to the City Charter on January 28, 2025. Following their review and <br />feedback, two ordinances were presented for introduction on February 11, 2025. <br />• Ordinance #25-02 encompassed the changes supported by the Council and was subsequently adopted on <br />March 11, 2025. The adopted amendments include the correction of a grammatical error in Section 3.4, the <br />removal of the requirement to read each ordinance aloud in Section 3.7, and the modification of the <br />effective date for ordinances in Section 3.9 - from 30 days after adoption to becoming effective upon <br />publication. These changes became effective on June 12, 2025. <br />• Ordinance #25-03, which included proposals that did not receive full Council support, was not adopted. <br />The denied amendments included eliminating roll call votes on ordinances, allowing for ordinances to be <br />adopted along with the consent agenda and the reduction of the newsletter to four annually instead of six. <br />A last amendment that was denied was the inclusion that a council seat becomes vacant when the respective <br />councilmember moves out of their ward. The City Council did not fully deny this change, instead, felt like <br />some additional language would be beneficial to recognize a temporary non -ward residency due to <br />unforeseen circumstances. I.e. major damage to their home causing a temporary living situation.
