i

.

~
.

Further Discussion: Consensus was that Mr. James Martin should be invited
to this meeting.

Motion carried. Voting Yes: Chairmans Greenberg and Zimmerman,
Commissioners Holm, Kurak, Muller, Hendriksen and Fults. Voting No: None.

Mr. Otto then presented overheads which indicated that both sides of Hwy.
#10 are proposed to be developed with frontage roads. Discussion ensued
regarding proposed and alternate alignments for a frontage road on the
north side of Hwy. #10 and the need to establish alignments and preserve
right-of-way accordingly.

Commissioner Hendriksen referred to the P&Z Commission's recommendation to
deny Roger Hurd's request for a conditional use permit on the basis of lack
of information; that information was then submitted to Council for their
review and the request was approved. Consensus was to meet with City
Council early in 1989 to discuss concerns with Council not taking Planning
and Zoning Commission efforts into consideration when addressing a case.

CasE'! #2: Discussion Rp-~ardin~ Monument Sig-nin~ In RamsE'!Y:

Mr. Otto reported that Mn/DOT is not favorable to the idea of Ramsey
placing monument signs in the Highway #10 right-of-way; they suggest that
monument signing be placed on private property. Any signage would require
submitting plans and formal application to Mn/DOT.

Case #3: Discussion Reg-arding- DevelQpability Of Lots Alon~ Front
StrE'!E'!t:

Chairman Zimmerman noted that there is a development problem south of Hwy.
#10 along Front Street as this area consists of auditor's subdivisions and
was never formally planned and platted. The extension of Front Street has
split some of the existing lots and created the need to consider allowing
smaller lots sizes than normal in this area. To properly study this area,
an inventory of the area, including existing structures and vacant property
in relation to Front Street, is needed.

Motion by Commissioner Holm and seconded by Commissioner Fults to recommend
that City Council approve of Hakanson Anderson Associates preparing a study
of the Front Street area and developing a zoning plan accordingly.
Further, to recommend that part of that study include a meeting with the
affected property owners.

Motion carried. Voting Yes: Chairmans Zimmerman and Greenberg,
Commissioners Holm, Kurak, Muller, Hendriksen and Fults. Voting No: None.

INPUT

Mr. Raatikka stated that developers are requesting to go with 60 rather
than 66 foot street widths in the urban area; 60 foot widths were allowed
in River's Bend and Flintwood 2, 3 and 4.

Planning & Zoning - Economic Development Commission/9-29-88
