Vevea and Wagner: <br />The Commission tabled action until such time as their is a quorum present. <br /> <br />Case #5: Discussion Regarding Extension Of utilities To Industrial <br />Area: <br /> <br />A brief discussion ensued regarding the two financing options that were <br />presented to the affected property owners with respect to the proposed <br />extension of sewer and water into the Industrial area. 1) Special <br />assessments with tax increment revenues being used to offer assessment <br />discounts as an incentive to hold deferment periods to a minimum; 2) <br />Installation of utilities by the City via Chapter 444 with tax increment <br />revenue being used for bond collateral rather than for assessment discounts <br />to property owners; there will be no assessment to the property owner until <br />such time as they choose to connect to the service or experience failure of <br />their on-site systems. <br /> <br />Chairman Greenberg suggested that a workable project scope change might be <br />to not run the pipe along Sunfish Blvd. but rather along the east property <br />line of Oakridge Industrial Park and Renner's. <br /> <br />Ms. Norris stated that staff is researching that alternative pipe <br />al ignment. <br /> <br />Case #6: Discussion Regarding Legislative Issues: <br /> <br />Chairman Greenberg stated that it is again time to relay Ramsey's concerns <br />regarding tax reform to the legislators. <br /> <br />Commission consensus was that Ms. Norris draft and forward letters to Ernie <br />Larsen, Greg Dahl, Bill Schriber and the Chairman of the Minnesota Tax and <br />Finance Committee regarding Ramsey's concerns for property tax releif to <br />commerCial/industrial and platted raw land. Letters to Ernie Larsen and <br />Greg Dahl should also address legislation to: 1) amend County bonding <br />limits in order to facilitate proceeding with the extension of Cty. Rd. <br />#116 and construction of the Rum River Bridge Crossing; 2) freeing up <br />landfill buffer area for developnent. <br /> <br />Commission consensus was that Ms. Norris also schedule 3 separate meetings <br />between Ramsey EDC and Ernie Larsen, Greh Dahl and the Minnesota Tax and <br />Finance Committee Chairman to discuss Ramsey concerns for this legislative <br />session regarding tax reform. <br /> <br />ADJOURNMENl' <br /> <br />Commission consensus was to adjourn at 8:35 a.m. <br /> <br />Respectfully subnitted, <br /> <br />Sylvia Frolik <br />Secretary <br /> <br />Anne L.
