CONSIDER PROPOSAL FROM BKV GROUP FOR POLICE <br />DEPARTMENT SPACE NEEDS ASSESSMENT <br /> By: Heidi A. Nelson, Asst. City Administrator <br /> <br />Background: <br /> <br /> In mid-January, staff met with representatives of BKV Group and E & V Construction <br />Managers to revisit the status of the space needs assessment and planning process for the construction <br />of new City Hall. Staff reviewed the Needs Assessment Study that was previously prepared for City <br />Hall in 1999 and reviewed with the representatives current staff projections based upon development <br />projections for the next 15 years that had been prepared as a part of the fiscal impact study for Ramsey <br />Towne Centre. The space needs projections that were made in 1999 appear to be in-line with the <br />current projections for development and related staff projections. <br /> The 1999 Needs Assessment Study did not include planning for the construction of Police <br />Facilities within a new City Hall complex. Staff is recommending including plans for Police Facilities <br />within a new City Hall for a number of reasons. Of most significance is the coordination of services. <br />As we envision a new civic campus within the Ramsey Towne Centre development, leaving the <br />existing Police Facility here at its current location would create a significant physical and <br />organizational distance between the City Hall and Police Department operations. The current and <br />future working relationship between the Police Department and other Departments at City Hall is one <br />of cooperation. This physical distance that would be created by leaving the Police Department on this <br />site would certainly hinder that relationship and provide for the necessary duplication of services that <br />could be shared within a single facility. Also at issue is the future use of the existing City Hall site. <br />The existing City Hall site is in area surrounded by residential development and one small service <br />oriented business site. The future use and sale of this site would certainly be limited if the Police <br />Facility were to remain. Police Department leadership is supportive of this coordination of facilities <br />and services. <br /> Staff received direction during a Finance Committee discussion of the five-year Capital <br />lmprovelnent Program that the City Hall project should proceed with the planning process for a new <br />facility in the Towne Centre site. Given those discussions outlined above, staff has received a proposal <br />fi'om BKV Group for the purposes of completing a Space Needs Assessment for the Police <br />Department. The proposal is attached for your review. <br /> <br />Staff Recommendation: <br /> Authorize staff to proceed with Space Needs Assessment for Police Department at a cost not to <br />exceed $11,500 and authorize the use funds to be encumbered from the 2002 budget. <br /> <br />Council Action: <br /> Approve Resolution No. 03-02- , Authorizing the proposal from BKV Group for a Space <br />Needs Assessment for the Police Department at a cost not to exceed $11,500 and the use of the <br />encumbered fimds from the 2002 budget. <br /> <br />Reviewed by: <br />City Administrator <br />Finance Officer <br /> <br />FC: 02/11/03 <br /> <br /> <br />
