Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #25-166 A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR KWIK TRIP AT 8040 BUNKER LAKE BLVD NW WHEREAS, The City of Ramsey received an application from Kwik Trip, Inc. (the "Applicant"), requesting approval of a Preliminary and Final Plat on the property legally described as follows: A portion of Lot 2, Block 1, HY-10 Ramsey 2nd Addition, except the North 70 feet thereof, subject to easement of record, Anoka County, Minnesota (the "Subject Property"). WHEREAS, the Applicant is platting two buildable commercial lots on the Subject Property; and WHEREAS, the Applicant appeared before the City Council for a public hearing for the Easement Vacation and Final Plat on May 13, 2025, that said public hearing was property advertised; and WHEREAS, the City Council reviewed and approved the Easement Vacation and Final Plat requests at their meeting on May 13, 2025; and WHEREAS, the Applicant appeared before the Planning Commission for a public hearing for the Conditional Use Permit for Motor Fuel Sales and a Car Wash on May 22, 2025, that said public hearing was property advertised; and WHEREAS, the Planning Commission reviewed the Conditional Use Permit request at their regular meeting on May 22, 2025 and recommended approval; and WHEREAS, the City Council reviewed and approved the Conditional Use Pen -nit request at their meeting on May 27, 2025; and WHEREAS, a Development Agreement is required to provide financial guaranty of site improvements for proposed developments; and WHEREAS, the proposed Development Agreement confonns to City Code requirements; and WHEREAS, the City Council reviewed the request at their meeting on July 22, 2025. NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
