CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, July 8, 2025, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br />City Administrator Brian Hagen <br />City Engineer/Public Works Director Bruce Westby <br />Finance Director Diana Lund <br />Fire Chief Matt Kohner <br />Police Chief Brad Bluml <br />Administrative Services Director Colleen Lasher <br />Community Development Director Stephanie Hanson <br />Parks and Assistant Public Works Director Mark Riverblood <br />City Attorney Fritz Knaak <br />1. CALL TO ORDER <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Discuss Paid Family Medical Leave, Administrative Options, and Cost Sharing <br />City Administrator Hagen reviewed the Staff report in regard to paid family medical leave, <br />administrative options, and cost sharing. <br />Councilmember Riley said he likes the idea of the cost -sharing option. He noted that if they went <br />with the private paid family medical leave option, then they would be locked in for two years. He <br />asked if the State were to change the laws on this over the next two years, how this would affect <br />their private contract. <br />City Administrator Hagen stated he does not know how the change in State law would affect their <br />contract with a private company. <br />City Council Work Session / July 8, 2025 <br />Page 1 of 9 <br />
