<br />Unobstructed deck areas at least 48 inches wide shall be
<br />required to extend entirely around the inground pool. Decks
<br />shall not be constructed more than 9 inches above the nor-
<br />mal water line. The deck shall have a pitch of at least 1/4
<br />inch to the foot to prevent back drainage into the pool.
<br />
<br />Backflush water or water from pool drainage shall be on the
<br />owner's property or into approved public drainage ways.
<br />
<br />Ordinance #89-11; Dumping of Garbage, Refuse, Site
<br />Development and Construction Debris
<br />
<br />No person, corporation, association, etc. shall leave or
<br />deposit or permit any other person to leave or deposit upon
<br />any street or pUblic place, or upon any vacant or private lot
<br />or premises, any ashes, rubbish, garbage, refuse or similar
<br />substance or materials.
<br />
<br />On any residential or commercial construction site, a com-
<br />mercial dumpster, fenced area, bin or crib, shall be main-
<br />ained for the purpose of daily depositing all construction
<br />debris generated by the construction project. All debris shall
<br />be hauled from the site and deposited in a licensed waste
<br />disposal facility. Burying of construction debris is prohibited.
<br />The certificate of occupancy and septic system permit will
<br />not be issued until a construction site is free of construc-
<br />tion debris, cleared trees and vegetation.

<br />Ordinance #89-10; Residential Housing Standards
<br />
<br />Article I lists the general Objectives of the ordinance as
<br />follows:
<br />
<br />1) Protect the character and stability of residential areas;
<br />2) Correct and prevent conditions that adversely affect or
<br />are likely to adversely affect the safety, general welfare
<br />and health of persons owning or renting residential
<br />facilities.
<br />3) Provide for sound maintenance of cooking, heating,
<br />sanitary, electrical, light, and ventilation systems
<br />necessary for health and safety;
<br />4) Provide basic standards for the maintenance of existing
<br />residential structures and to prevent deterioration and
<br />blight.
<br />5) Preserve the value of land and structures throughout
<br />the City.
<br />
<br />Article II addresses requirements for heating units. Article
<br />III addresses minimum plumbing, heating and water heating
<br />standards; owner responsibility to: provide for storage and
<br />disposal of rubbish, prevent formulation of rodent harborage
<br />about the premises, and be responsible for the extermina-
<br />tion of pests. Article IV sets out owner responsibility for
<br />maintenance of kitchen facilities; windows and doors;
<br />lighting; stairs, porches and balconies; floors, walls and ceil-
<br />ings; doors and locks; snow removal. It also states that im-
<br />mediate hazards to health and safety for human occupancy
<br />are: unsafe heating, water heater and electrical systems; in-
<br />operable water supply or plumbing systems; accumulation
<br />of rubbish; infestation of rodents and other pests. Article
<br />V lists the basic requirements pertaining to the maintenance
<br />of residential properties. Article VI lists requirements for pro-
<br />vision and maintenance of basic services and utilities in
<br />manufactured home parks. Article VII gives the Building Of-
<br />ficial the authority to order a dwelling unit vacated that has
<br />been declared unfit for human habitation. Article VIII gives
<br />the Building Official the authority to make inspections as
<br />necessary to determine the condition of any dwelling unit.

<br />The City of Ramsey is currently seeking candidates to fill
<br />a vacancy on its Park and Recreation Commission. The posi-
<br />tion requires a minimum of one evening meeting per month;
<br />familiarity with Ramsey City ordinances is desired. Ramsey
<br />residents interested in serving on the Commission are re-
<br />quested to submit a letter of application by 5:00 p.m., Fri-
<br />day, July 7, 1989 to the Ramsey Municipal Center, 15153
<br />Nowthen Blvd. NW., Ramsey, Minnesota 55303. The letter
<br />should contain the applicant's name, address, telephone
<br />number, work experience, education, and any experience
<br />in municipal affairs. In addition, applicants should include
<br />a statement listing their reasons for seeking appointment to
<br />the Park and Recreation Commission. The position is not
<br />salaried; however, compensation for incidental expenses is

<br />telephone number, work experience, any knowledge or ex-
<br />perience in the Cable TV field, etc. The applicant does not

<br />WHAT'S HAPPENING

<br />AT CITY HALL
<br />
<br />City Council met on May 23 and approved funding for a
<br />Ramsey Trailblazer Program for youths 14-16 years of age.
<br />Council approved Mr. Brown's site plan for two expansions
<br />to the Production Design Products building at 14161 Basalt
<br />Street and Mr. George Frey's site plan for an auto and truck
<br />repair facility at 7029 Hwy. 10. Preliminary plat approval was
<br />given to Northfork 3rd Addition, consisting of 16 single family
<br />lots and North Forty 2nd Addition consisting of 13 single
<br />family lots. City Staff was directed to negotiate, on behalf
<br />of the developer, the land necessary to extend 180th Avenue
<br />to access Gordon's Gardens 2nd Addition. Council adopted
<br />ordinances to establish housing standards and regulate dum-
<br />ping of garbage and construction debris. Council also adopted
<br />an ordinance amendment to allow for an unlimited, versus
<br />2, off-sale liquor licenses in Ramsey. Council offered the posi-
<br />tion of Personnel Coordinator to Kay McAloney. Mr. David
<br />Bawden was appointed to the Fire Board. Andrie Road was
<br />renamed to Andrie Street to be consistent with street nam-
<br />ing in the city. Mr. Otto gave a status report on Ramsey's
<br />request for a Comprehensive Plan amendment to expand the
<br />MUSA area. Council accepted Mr. Beissel's resignation from
<br />the Quad Cities Cable Commission and authorized advertis-
<br />ing to fill the vacancy.

<br />City Council met on May 30 and ordered plans for the pav-
<br />ing of 156th Avenue and the 1989 seal coating areas (153rd
<br />Ave. between Cty. Rd. NO.5 and Hwy.#47, Rodeo Hills,
<br />Beaudry's 2nd Addition, 153rd Ave. between Armstrong Blvd.
<br />and Puma Street, and 153rd Avenue between Hwy. #47 and
<br />Roanoke Street).

<br />City Council met on June 13 and Mr. Otto reported that the
<br />City cannot expect a favorable response from Metro Coun-
<br />cil regarding the submittal for an expansion to Ramsey's
<br />MUSA boundaries unless Ramsey addresses several issues,
<br />two of which include: 1) taking action to control rural area
<br />densities by establishing 1 unit/10 acre zoning; and 2) con-
<br />tinuing to require new and existing development to connect
<br />to the City sewer system within two years after sewer is
<br />available, with available as defined by the MWCC. Council
<br />adopted resolutions addressing these key issues and also
<br />another resolution indicating the City's intent to change Metro
<br />Council's policy of implementing one in ten zoning. Propos-
<br />ed amendments to the Park Dedication Ordinance were
<br />discussed. The contract for Fire Department remodeling was
<br />awarded to Mikkelson-Wulff. Council reviewed the propos-
<br />ed horse ordinance and directed that it be presented for in-
<br />troduction on June 27. The contract for River's Bend park
<br />South development was awarded to Buck Blacktop, Inc. Cer-
<br />tain easements in Northfork were vacated. Council authorized
<br />the purchase of playground equipment for Titterud, River's
<br />Bend South and Autumn Heights parks. Upon receipt of a
<br />petition, Council ordered a feasibility report for paving and
<br />installation of sewer and water utilities along Rivlyn Avenue.
<br />Council approved the appraisal values for property to be ac-
<br />quired for 153rd Avenue/Burlington Northern Railroad
<br />Crossing.
