<br />To The Citizens of Ramsey:

<br />The City's 1990 General Fund Budget was approved at the regular council meeting of November
<br />14, 1989. A summary of this budget, the 1989 budget and 1988 actual revenues and expen-
<br />ditures are presented for your review. In addition, a graphic representation in the form of pie
<br />charts highlight the major categories of budgeted expenditures and capital outlay for 1990.
<br />
<br />The Total Expenditures 1990 pie chart includes operating expenditures for the major categories
<br />of city services and planned capital outlay purchases. As you will note, Capital Outlay is 13.3%
<br />of the Total Budgeted expenditures. The most significant group of purchases planned for 1990
<br />are for the engineering department. This is a new department that will become operational early
<br />in 1990. The engineering department is included in the Public Works category for operational
<br />expenditures and capital outlay.

<br />The Certificate of Achievement for Excellence in Financial
<br />Reporting has been awarded to
<br />CITY OF RAMSEY
<br />by the Government Finance Officers Association of the United
<br />States and Canada (GFOA) for its comprehensive annual
<br />financial report (CAFR). The Certificate of Achievement is
<br />the highest form of recognition in the area of governmental
<br />accounting and financial reporting, and its attainment
<br />represents a significant accomplishment.
<br />When a Certificate of Achievement is awarded to a govern-
<br />ment, an Award of Financial Reporting Achievement also is
<br />given to the individual designated as primarily responsible
<br />for its having earned the certificate. This Award of Financial
<br />Reporting Achievement has been presented to:

<br />The CAFR has been judged by an impartial panel to meet
<br />the high standards of the program including demonstrating
<br />a constructive "spirit of full disclosure" effort to clearly com-
<br />municate its financial story and motivate potential persons
<br />and user groups to read the CAFR.
<br />The GFOA is a non-profit professional association serving
<br />11,500 government finance professionals. The association
<br />produces a variety of technical publications in various fields
<br />of governmental finance, and represents the public finance
<br />community in Washington, D.C. The association provides
<br />numerous training opportunities, and conducts an annual
<br />conference attended by 5,000 public finance professionals.

<br />HOMESTEAD REMINDER
<br />
<br />Homestead cards will be mailed to all qualified property
<br />owners by December 31, 1989. To qualify for the homestead
<br />classification, you must own and occupy your property on
<br />or before January 2, 1990. If you are a new property owner
<br />in Ramsey, bring a copy of your deed to the Anoka County
<br />Courthouse and file a "New Owner Application" with the
<br />County Assessor's Office. Also, if there has been a change
<br />in ownership due to the death of one of the owners or a
<br />divorce settlement, the Assessor's Office should be notified.
<br />Homestead cards should be signed by the property owner
<br />and returned to the County Assessor's Office by February
<br />11, 1990. If you are a qualified property owner and do not
<br />receive a homestead card, please contact the County
<br />Assessor's Office at 421-4760. Failure to file for the 1990
<br />homestead classification will result in a substantial increase
<br />in your 1991 property taxes. It is important to note that a
<br />false declaration of homestead is a violation of Section
<br />609.41, Minnesota Statutes, and subject to prosecution of
<br />not more than one year and/or a $1,000 fine.
