CA~E t1: ADOPT FINDINGS OF FACT RELATED TO PROPOSED AH~NDMENT TO CITY'S 1990 COHPREHENSIVE PL~ By: Community Development Director Anne Norris Background: As you know, the City is proposing an amendment to its Comprehensive Plan to expand the boundaries of the City's 1990 Urban area. For your information, the following items are enclosed: a) Existing 1990 Urban Service Area boundaries b) Proposed 1990 Urban Service Area boundaries c) Letter from City Engineer dated May 3, 1988 d) Letter from Jack Miller dated May 20, 1988 At its meeting on May 17, the Planning Commission recommended that only that area west of Ramsey Terrace be included in the proposed amendment. At its meeting on May 24, the City Council requested that the Planning Commission adopt findings of fact relating to their action on the proposed amendment. Observations: The proposed amendment is in response to several developers who have requested the extension of utilities for future urban residential subdivisions. The City Council is interested in maintaining an adequate supply of urban residential lots. By the end of 1988, most of the vacant lots in River's Bend and Flintwood PUD (where utilities are available) will have been absorbed and the City will not have an adequate supply of urban residential lots to serve the demand for such lots. Recommendation: Commission Action: Motion to: Recommend adoption of findings of fact relating to the proposed Comprehensive Plan amendment. -and- Motion to: Recommend approval/denial of the Comprehensive Plan amendment.
